The HSE (Health, Safety, and Environment) Executive is responsible for implementing and monitoring health, safety, and environmental policies and procedures across the organization. This role involves conducting inspections, ensuring regulatory compliance, promoting safety culture, and supporting risk management initiatives to protect employees, contractors, and the environment.
Key Responsibilities
Safety Management and Compliance Implement and monitor adherence to HSE policies, procedures, and standards across all operations. Conduct regular workplace inspections and safety audits to identify hazards and non-compliance issues. Ensure compliance with local, state, and federal safety regulations including OSHA requirements. Maintain up-to-date knowledge of relevant HSE legislation and industry best practices. Prepare and submit regulatory reports and documentation as required by authorities.
Risk Assessment and Hazard Control Conduct risk assessments and job safety analyses for various work activities. Identify potential hazards and recommend appropriate control measures. Monitor implementation of risk mitigation strategies and verify their effectiveness. Review and update risk registers and hazard identification documentation. Participate in incident investigations to determine root causes and prevent recurrence.
Training and Awareness Develop and deliver HSE training programs including safety inductions, toolbox talks, and specialized safety training. Conduct safety orientation for new employees and contractors. Promote safety awareness through campaigns, posters, and communication initiatives. Educate employees on proper use of personal protective equipment (PPE) and safety procedures. Maintain training records and track certification requirements.
Incident Management Investigate workplace accidents, near-misses, and safety incidents to identify root causes. Document incidents thoroughly and prepare detailed investigation reports. Track corrective and preventive actions to ensure timely closure. Analyze incident trends and recommend measures to prevent future occurrences. Coordinate emergency response procedures and conduct emergency drills.
Environmental Management Monitor environmental aspects of operations including waste management, emissions, and resource consumption. Ensure compliance with environmental regulations and permits. Support implementation of environmental management programs and initiatives. Conduct environmental inspections and identify improvement opportunities. Maintain environmental records and documentation.
Safety Performance Monitoring Track and analyze HSE performance metrics including incident rates, near-miss reports, and audit findings. Prepare monthly HSE reports for management review. Monitor leading and lagging safety indicators. Benchmark performance against industry standards. Recommend improvements based on data analysis and trends.
Contractor Safety Management Review contractor HSE documentation and ensure compliance with company safety standards. Conduct contractor safety orientations and monitor their on-site safety performance. Coordinate contractor permits to work and ensure proper authorization for high-risk activities. Perform contractor safety audits and address non-compliance issues.
Safety Equipment and PPE Management Ensure availability and proper maintenance of safety equipment and personal protective equipment. Conduct PPE assessments and recommend appropriate protective equipment for various tasks. Monitor proper use and storage of safety equipment. Coordinate calibration and testing of safety devices and equipment.
Qualifications
Required:
- Bachelor's degree in Occupational Health and Safety, Environmental Science, Engineering, or related field
- 2-4 years of HSE experience in industrial, manufacturing, construction, or similar environment
- Knowledge of OSHA regulations and safety management systems
- Understanding of risk assessment methodologies and hazard identification techniques
- Strong communication and interpersonal skills
- Ability to conduct effective training sessions
- Proficiency with Microsoft Office applications
- Valid driver's license
Preferred:
- Professional certifications such as NEBOSH, IOSH, CSP (Certified Safety Professional), or equivalent
- Experience with ISO 45001 or ISO 14001 management systems
- First Aid and CPR certification
- Incident investigation training (ICAM, TapRooT, or similar)
