Job description:

We are looking for a highly skilled and experiencedSafety Officer (Nebosh IGC)with a strong background in theconstruction of substations,overhead transmission lines (OHTL),underground cable works, andtransformer/rotatory equipment's. The ideal candidate should be capable of enforcing standards, ensuring compliance, conducting inspections, managing documentation, and supporting continuous improvement in line with project requirements.

Candidates with prior Saudi or GCC experience strongly preferred.

Key Responsibilities:

  • Implement allEnvironment, Health & Safety (EHS)requirements in line with Company Policy, Client-approved Loss Prevention Plan (LPP), contract obligations, and local regulatory standards.
  • Support thecoaching, mentoring, and implementationof project-specific EHS programs across site teams and subcontractors.
  • Conductregular audits, inspections, and compliance checksto verify effective implementation of the EHS Management Plan, updating it as per evolving project needs and risks.
  • Ensureadequate deployment of safety staff, first-aid coverage, firefighting resources, and emergency equipmenton site.
  • Assist in theinvestigation of incidents/near-missesto determine root causes and ensure timely implementation of corrective and preventive actions.
  • Promote aZero Harm cultureand risk-free work environment across all site activities.
  • Report anyunsafe act, unsafe condition, or EHS violationimmediately to the HSE Manager/Construction Manager.
  • Review, prepare, and presentEHS documentation, reports, permits, and method statementsfor client/consultant approval.
  • Ensure project-specificlegal and client EHS obligationsare understood and complied with by Project Managers, Engineers, Supervisors, and subcontractors.
  • Organize and leadregular EHS meetings, toolbox talks, and awareness sessionsto highlight key risks, lessons learned, and safe work practices.
  • Verify thecertification and competencyof scaffolders, lifting personnel, riggers, crane operators, and other critical trades.
  • Implementhazard identification and risk assessment (HIRA/JHA)for substation construction, OHTL erection, excavation, lifting operations, confined space entry, and working at heights.
  • Ensure the availability and periodic testing of theEmergency Response Plan, including fire drills, rescue plans for working at height, and electrical accident scenarios.
  • Liaise with subcontractors to ensure compliance with the Company'sEHS standards and contractual obligations.
  • Promote initiatives and motivation programs to enhanceEHS awareness and behavioral safety culture.
  • Deliver or coordinatemandatory and job-specific EHS training programsfor workers and staff.
  • Develop and trackEHS objectives, KPIs, and performance indicators, ensuring continuous improvement.
  • Monitor and ensure compliance withPPE standards, electrical safety protocols, and permit-to-work (PTW) systemsfor all high-risk activities.

Qualifications:

  • Academic:Diploma in Engineering (Occupational Health & Safety or Engineering field preferred).
  • Mandatory:NEBOSH IGC or equivalent internationally recognized certification.
  • Experience:Minimum7 years in construction HSE, including at least5 years in electrical substations and/or OHTL projectswith multinational/large-scale organizations.
  • Added Advantage:Approval from authorities such asSEC/NG/ARAMCO/NEOMor equivalent international clients.
