Position Overview
The HR & Admin Officer will serve as the backbone of UTMT's internal operations, ensuring the
organisation's human resources and administrative functions run smoothly and efficiently. This role is
central to building a motivated, compliant, and high-performing team while upholding UTMT's values of integrity, inclusivity, and social impact. The ideal candidate is a proactive professional with a strong
understanding of HR practices, compliance requirements, and office administration in the
NGO/development sector.
Key Responsibilities
1. Human Resource Management
• Manage end-to-end recruitment: drafting JDs, posting vacancies, screening CVs, coordinating
interviews, issuing offer letters, and onboarding new hires.
• Maintain up-to-date employee records, contracts, and personal files (physical and digital).
• Oversee attendance, leave management, and timesheets across all departments and field offices.
• Facilitate performance appraisal cycles and support managers in goal-setting and feedback
processes.
• Draft and implement HR policies, the employee handbook, and standard operating procedures.
• Handle employee relations matters, grievances, and disciplinary proceedings with sensitivity and
confidentiality.
• Support diversity, equity, and inclusion (DEI) initiatives within the organisation.
2. Payroll & Statutory Compliance
• Process monthly payroll accurately, including salary computation, deductions, and disbursements.
• Ensure timely compliance with statutory obligations: PF, ESI, PT, TDS, Gratuity, and Labour laws.
• Coordinate with the Finance team for payroll reconciliation and audit-ready documentation.
• Maintain and renew all statutory registrations and licences applicable to the organisation.
3. Office & Administrative Management
• Oversee day-to-day office operations, including vendor management, facility maintenance, and
procurement of supplies.
• Manage organisational assets: maintain inventory registers, coordinate repairs, and track asset
movement.
• Coordinate logistics for staff travel, accommodation, and field visits.
• Handle correspondence, document management, filing systems, and archiving (physical and digital).
• Organise internal meetings, provide logistics support for board meetings, and organisational events,
including agenda preparation and MOM documentation.
• Liaise with government departments, statutory bodies, banks, and external vendors as needed.
4. Organisational Development & Culture
• Champion a positive, transparent, and mission-driven workplace culture.
• Support leadership in organisational planning, workforce forecasting, and change management.
• Track staff welfare and wellbeing, recommending improvements to HR policies as needed.
• Assist in preparing HR reports and dashboards for donor reporting and board presentations.
Qualifications & Experience
Essential
• Bachelor's degree in Human Resources, Business Administration, Social Work, or a related field.
MBA/PGDM in HR preferred.
• Minimum 2-4 years of HR and administration experience, preferably in the NGO, development, or
social sector.
• Sound working knowledge of Indian Labour Laws, PF, ESI, TDS, and related statutory frameworks.
• Proficiency in MS Office (Word, Excel, PowerPoint) and HRMS/payroll software.
• Excellent written and verbal communication skills in English and Hindi
• Strong organisational skills, attention to detail, and ability to manage multiple priorities under tight
deadlines. Ability to work well in a team.
• High degree of confidentiality, integrity, and professional ethics.
Desirable
• Experience working in a field-based or multi-location NGO setup.
• Familiarity with compliance, donor HR requirements, and audit processes.
• Knowledge of gender-sensitive HR practices and safeguarding policies.
• Prior experience in organisational development, capacity building, or training design.
