Job Description

What this job involves - The HSSE Site Manager provides comprehensive health, safety, security, environmental, and sustainability leadership for facilities in India. This role combines hands-on operational management with strategic program implementation, ensuring world-class HSSE performance while supporting business objectives. The position requires deep technical expertise, strong leadership capabilities, and thorough understanding of Indian regulatory requirements.

Key Responsibilities

Regional HSSE Operations Management

  • Lead comprehensive HSSE programs for assigned facility (typically 1,000+ employees)
  • Provide personal leadership in implementing JLL's One Team S.A.F.E.R. Together safety culture
  • Ensure active implementation of all JLL HSSE policies
  • Manage site-specific HSSE team including coordinators, specialists, and contractors
  • Drive continuous improvement and operational excellence in all HSSE activities
  • Interface with site leadership, facility management, and business units on HSSE matters

Regulatory & Compliance Management

  • Ensure comprehensive compliance with local environmental, health, and safety regulations
  • Maintain all required permits, licenses, and statutory certifications
  • Conduct comprehensive site risk assessments
  • Implement risk mitigation strategies and monitor effectiveness

Safety Program Operations

  • Execute Safety Management requirements across all site activities
  • Implement comprehensive permit-to-work systems for high-risk activities including:
  • Working at heights and confined space entry
  • Hot work and electrical isolation procedures
  • Contractor safety management and oversight
  • Manage Health & Safety Management including training, competency assessment, and performance monitoring
  • Ensure emergency preparedness including evacuation procedures, emergency response teams, and business continuity planning
  • Coordinate First Aid Cabinet Management and AED Management
  • Manage/coordinate/support fire safety programs

Incident Management & Emergency Response

  • Lead comprehensive incident investigation and root cause analysis programs
  • Ensure all incidents are documented, reported, and tracked in the incident management system
  • Coordinate emergency response activities and crisis communications
  • Implement corrective and preventive actions with systematic follow-up
  • Manage workers compensation claims and regulatory reporting requirements
  • Drive lessons learned programs and best practice sharing
  • Participate in regional and global incident review processes

Contractor & Vendor Safety Management

  • Implement comprehensive contractor safety management programs
  • Conduct contractor prequalification assessments and ongoing performance monitoring
  • Coordinate contractor safety orientations and competency verification
  • Monitor contractor compliance with safety procedures and regulatory requirements
  • Manage contractor incident investigation and corrective action processes
  • Drive contractor safety performance improvement initiatives

Training & Competency Management

  • Develop and implement comprehensive HSSE training programs for all site personnel
  • Ensure compliance with mandatory training requirements including:
  • General safety orientation for all employees
  • Job-specific safety training and competency assessment
  • Contractor safety orientation programs
  • Emergency response and evacuation training
  • Environmental awareness and chemical safety training
  • Maintain training records and certification tracking systems
  • Coordinate specialized training for high-risk activities and equipment operation

Performance Monitoring & Reporting

  • Monitor site HSSE performance against established KPIs and targets
  • Prepare monthly performance reports for regional leadership and site management
  • Conduct trend analysis to identify improvement opportunities and emerging risks
  • Support internal audit assessments and client audit activities
  • Benchmark performance against industry standards and regulatory requirements
  • Drive data-driven decision making and continuous improvement initiatives

Stakeholder Management & Communication

  • Interface with site leadership team on HSSE strategy and performance
  • Coordinate with client's site HSSE, security, and facilities teams
  • Manage relationships with regulatory authorities and inspection agencies
  • Liaise with building management companies and landlords on shared HSSE responsibilities
  • Participate in tenant committees and building safety programs
  • Support client meetings and business development activities as required

Required Qualifications

Education & Professional Credentials

  • Bachelor's degree in Environmental Engineering, Safety Engineering, Chemical Engineering, or related technical field
  • Professional safety certification required:
  • NEBOSH International General Certificate (IGC) or Diploma
  • Institution of Occupational Safety and Health (IOSH) certification
  • Indian Society for Training & Development (ISTD) certification
  • Certified Safety Professional (CSP) or equivalent
  • Environmental management certification preferred (ISO 14001 Lead Auditor)
  • First Aid, CPR, and emergency response certifications required

Experience Requirements

  • 5-8 years progressive HSSE experience in industrial or corporate facility environment
  • 2+ years in supervisory or management role with team leadership responsibilities
  • Experience in multinational corporate environment preferred
  • Background in IT/technology industry or corporate office facilities advantageous
  • Demonstrated experience with regulatory compliance and permitting processes
  • Project safety management experience for construction/renovation activities

Technical Expertise

  • Deep knowledge of Country/Local HSSE regulations, permits, and compliance requirements
  • Expertise in chemical management, hazardous waste classification, and environmental monitoring
  • Strong understanding of industrial hygiene, occupational health, and risk assessment methodologies
  • Knowledge of fire safety systems, emergency preparedness, and business continuity planning
  • Proficiency in HSSE management systems, incident investigation, and performance monitoring
  • Understanding of energy management, sustainability programs, and carbon reduction initiatives

  • Regular site inspections including rooftops, basements, mechanical rooms, and outdoor areas
  • Ability to wear personal protective equipment including respirators and harnesses
  • Physical capability to respond to emergency situations and conduct evacuation procedures
  • Computer-based work for documentation, reporting, and system management
  • Flexibility for emergency response outside normal business hours
