TheHSE Officer is responsible for supporting the development, implementation,maintenance, and continual improvement of the Company's Health, Safety andEnvironmental Management System (HSEMS). The position ensures compliance withapplicable international standards, regulatory requirements, clientexpectations, and industry best practices including IMCA, ISO 45001, OSHA, IMO,and regional HSE regulations.
TheHSE Officer is a trained safety professional who serves as the primaryadministrator of the corporate Safety Management System (SMS). The officer is asubject matter expert on the company SMS and its associated programs, policies,and practices. The officer works closely with the Director to continuallyimprove and innovate better ways to keep our people safe and buildingsuccessful careers delivering excellence globally, above and below the water.
EssentialFunctions & Key Responsibilities
.Work with the Director tocontinually improve and tailor the company Safety Management System andassociated processes and documents to best suit the evolving needs of theorganization.
.Manage HSE policies, standards,and manuals to maintain currency/accuracy of information.
.Assist with development of SafeWork Procedures for common job tasks.
.Ensure HSE and Training data isbeing effectively captured and accurately processed.
.Manage HSE/Training data,trackers, dashboards, and reporting tasks to keep information current.
.Support SAT Officers and RegionalManagers with tracking and achieving HSE/Training KPI targets.
.Operate/administrate/improveemergency Readiness Exeercise (REx) program.
.Assist with developing andimplementing a comprehensive Emergency Readiness program.
.Operate/administrate/improvemonthly audits/inspections program, including tracking and following up withregional staff to help ensure accountability for timely corrective actions.
.Assistregions with Class Audits and similar evaluations of companypolicies/procedures.
.Track and manage all reportedincident events, including file management, data processing, cause analysis,reporting, and recordkeeping.
.Operate/administrate/improveHSE incident investigation program.
.Manageany HSE uses of Maintenance Pro (auditing, verifying emergency kits areserviced/recorded).
.Assistwith administrating our Absorb online Learning Management System (LMS).
.ManageHSE Regional Support, SAT Officers, and other assigned channels on MS Teams.
.Managecorporate HSE/Training department record-keeping.
.ManageHSE SharePoint folders, files, and resources.
.LeadHSE efforts to align baseline documents/processes to support ISO certificationswhere needed.
.Managecorporate ISNetworld and similar compliance auditing platforms
. Assist regions with completing3rd party audits of our Safety Management System and policies.
. Assist in managing theProfessional Qualifications Standard (PQS) program across the organization tofacilitate rapid upskilling of field staff and support competency managementneeds of the business.
. Assist with expanding andimproving organizational knowledge management tools and resources.
. Support implementing bestpractices as standards across the organization.
. Create training courses andlearning resources as needed.
. Keep the Director well informedvia accurate reporting and regular communication.

. Must continually seek outlearning opportunities to expand professional capabilities.
. Fluent in written and spokenEnglish language.
. Requires ability to travel on anas-needed basis to branch offices and work sites.
Education& Experience Requirements (Singaporeans and PR only)
. Diploma or Bachelor's degree inOccupational Health & Safety, Environmental Science, Engineering, MarineOperations, or related discipline.
. Minimum5-years experience in the maritime/underwater services industry.
. NEBOSH International General Certificate(preferred).
. Data management, analysis, andvisualization experience preferred.
. Leadership experience preferred.
. Advanced education preferred.
. Familiarity with OSHA, HSE UK,US EPA, IMCA, IMO, MoM and regional regulatory bodies pertaining to Health, Safetyand the Environment are preferred.
. CPR, First Aid and AEDcertifications.
PhysicalRequirements
. Shall be able to exhibit aphysical competency in handling moderate lifting and other strenuous activitiesassociated with this position.
. Physical ability to conductdiving audits including boarding client vessels.
. Good health, physical stamina,fitness, and vitality.
