Role Purpose

To provide executive leadership over the end-to-end supply chain ecosystem. The Head of SCM will architect and execute resilient, cost-optimized sourcing, materials management, and hazardous logistics frameworks to guarantee 100% manufacturing uptime, optimize working capital, and maintain stringent environmental, health, and safety (EHS) compliance.

Key Responsibilities

  • Strategic Sourcing & Procurement Excellence
  • Direct & Bulk Chemical Sourcing: Lead commercial procurement strategies for base intermediate chemicals (e.g., Phenol, Formaldehyde, Methanol), specialty additives, solvents, catalysts, packaging materials, and industrial fuels.
  • Capex & Engineering Procurement: Oversee procurement of high-value capital assets, infrastructure projects, instrumentation, pumps, valves, and specialized piping infrastructure for chemical processing plants.
  • Global Sourcing & Geopolitical Hedging: Drive cross-border strategic sourcing, with a targeted emphasis on building reliable, cost-advantaged vendor networks in China and Southeast Asia. Establish robust Annual Rate Contracts (ARCs) and index-linked contracts to protect margins against volatile commodity swings.
  • Contract Management & Commercial Governance: Spearhead negotiations on payment cycles, volume rebates, Incoterms, transit terms, and delivery performance metrics.
  • Outside Processing (OPC) & Contract Manufacturing: Lead Cross-Functional Teams (CFT) in evaluating, auditing, and contracting third-party processors and toll manufacturers to support operational scalability.
  • Plant Logistics, Bulk Fleet Operations & Warehousing
  • Specialized Fleet & Bulk Liquid Transit: Direct bulk logistics operations, including ISO tanks, dedicated road tankers, and heavy transport. Supervise tanker turnaround times, in-transit calibration, shortage monitoring, and rigorous vendor recovery protocols.
  • Hazardous Materials (HAZMAT) Management: Enforce rigorous containment, storage, and handling protocols for volatile, toxic, and flammable chemical substances across warehouses and during transit in compliance with statutory EHS rules.
  • EXIM & Trade Compliance: Direct customs clearance, cross-border shipping regulations, import/export licensing, tariff classification, Free Trade Agreement (FTA) leverage, and export scrips management.
  • Integrated Planning & Working Capital Optimization
  • Demand & Supply Integration (S&OP): Align rolling sales forecasts with plant capacity and manufacturing schedules to ensure dynamic safety-stock levels and eliminate production downtime.
  • Working Capital & Inventory Health: Drive inventory turn velocity, lead-time reduction programs, and dead-stock/slow-moving inventory audits. Execute regulatory-compliant, environmentally safe disposal programs for obsolete materials and industrial scrap.
  • Digital Infrastructure & Operational Excellence
  • Enterprise Modernization: Drive digital transformation across SCM utilizing enterprise SAP/ERP frameworks, warehouse management systems (WMS), and telematics tracking tools.
  • Vendor Development & Value Engineering: Instill a value-engineering mindset across the team; systematically identify alternate chemical grades, cultivate secondary supplier bases, and drive total cost of ownership (TCO) reductions.
  • Enterprise Risk Management & Statutory Compliance
  • Supply Chain Resilience: Continually stress-test supply chains against supply choke points, sole-source dependencies, and geopolitical risks, implementing active Business Continuity Plans (BCP).
  • Audit & Safety Governance: Ensure all warehouse and transport partners strictly adhere to chemical transport safety guidelines, statutory factory acts, and environmental regulatory directives.

Candidate Profile & QualificationsEducational Credentials

  • Mandatory: Bachelor's degree in Chemical Engineering, Mechanical Engineering, Supply Chain Management, or Materials Science.
  • Preferred: Full-time MBA or PGDM in Supply Chain, Materials Management, or Operations from a premier business school.

Experience Profile

  • Tenure: 15–20+ years of high-impact procurement and supply chain experience, ideally within the specialty chemicals, resins, petrochemicals, or continuous-process manufacturing sectors.
  • Direct Category Expertise: Proven exposure to bulk purchasing of core petrochemical/chemical intermediates (Phenol, Formaldehyde, Methanol, Solvents, Catalysts) and plant operating fuels.
  • Cross-Border Sourcing: Proven, firsthand experience developing and managing strategic suppliers and supply channels out of China.
  • Operational Breadth: Minimum 5+ years overseeing plant-level warehousing, hazardous bulk chemical transportation, and inventory controls.
  • Supplier Network: An active, established commercial network with chemical manufacturers, indenters, and distributors across domestic and overseas markets.
