dnata Singapore is one of the longest standing and most comprehensive operations in the dnata portfolio. Providing a full suite of services from cargo handling and ground handling to travel services, dnata Singapore ships, connects, feeds and entertains travellers connecting to and through Changi Airport.

We are looking for an experienced and forward-thinking Head of Workforce Planning to lead one of the most critical functions within our Singapore operation. This is a unique opportunity to shape the future of workforce management, drive transformation, and play a key role in one of the world's leading air services providers.

As the Head of Workforce Planning, you will be responsible for leading the end-to-end workforce and resource management function for dnata Singapore. From forecasting demand and resource costing to rostering, leave management, real-time resource allocation, workforce analytics, and productivity improvement, you will ensure we have the right people and equipment, in the right place, at the right time.

This is a highly visible leadership role that partners closely with Commercial, Operations, Finance, and HR to deliver safe, efficient, and cost-effective airport operations while driving continuous improvement and workforce transformation.

You will lead teams across Singapore and our offshore shared services centre, building a culture of accountability, innovation, and operational excellence.

In this role, you will

• Lead the end-to-end workforce planning and resource optimisation strategy across dnata Singapore.
• Develop workforce forecasts, labour models, and resource plans that support operational and commercial objectives.
• Drive resource costing and demand planning activities for new and existing business opportunities.
• Partner with senior stakeholders to align workforce strategy with business priorities.
• Oversee workforce planning, rostering, leave management, attendance, and labour utilisation.
• Ensure effective day-of-operation resource allocation to meet service delivery requirements.
• Optimise labour deployment across multiple operational areas while maintaining compliance and operational resilience.
• Monitor workforce performance and productivity using data-driven insights and analytics.
• Lead the transformation of workforce management capabilities through process redesign, automation, workforce systems, and advanced analytics.
• Drive initiatives to improve labour productivity, forecasting accuracy, roster efficiency, and cost control.
• Develop business cases and scenario modelling to support growth, operational change, and strategic decision-making.
• Lead and develop high-performing workforce planning and resource optimisation teams.
• Build strong partnerships with operational, commercial, finance, and HR stakeholders.
• Act as a trusted advisor to senior leadership on workforce strategy, labour planning, and organisational effectiveness.
• Foster a culture of safety, accountability, collaboration, and continuous improvement.

To be considered for the role, you must meet the below requirements

• Bachelor's degree in Industrial Engineering, Operations Research, Economics, Statistics, Mathematics, Business, or a related discipline and 10+ years experience in workforce planning, resource planning, operations planning, or airport operations.
• At least 5 years experience leading teams in a complex operational environment.
• Strong understanding of workforce forecasting, demand planning, rostering, resource allocation, and labour productivity management.
• Experience managing large workforces across multiple functions or locations.
• Strong commercial and financial acumen, including budget management and labour cost optimisation.
• Proven experience leading change and delivering operational transformation.
• Excellent stakeholder management, communication, and influencing skills.
• Experience within aviation, airport operations, ground handling, logistics, transport, or other high-volume operational environments is highly desirable.
