We are seeking an experienced and strategic
Head – Government Tender & Documentation to lead and oversee all tender and bid documentation activities across government and private sector projects. The role requires strong leadership, process orientation, compliance expertise, and hands-on experience in managing end-to-end tender submissions through e-procurement platforms such as GeM and state portals.
The ideal candidate will be responsible for establishing documentation standards, ensuring compliance, coordinating cross-functional teams, and driving the timely and accurate submission of high-value tenders.
Key Responsibilities- Leadership & Strategy
- Lead and manage the Documentation / Tendering team.
- Develop and implement standardized processes, SOPs, and documentation frameworks.
- Ensure alignment of documentation strategy with organizational growth and revenue goals.
- Monitor team performance and ensure adherence to timelines and compliance standards.
- Tender Identification & Analysis
- Review and analyze tender notifications from government and private portals.
- Assess eligibility, technical feasibility, and documentation requirements.
- Conduct Go/No-Go analysis in coordination with management and technical teams.
- End-to-End Tender Management
- Oversee preparation, review, and submission of complete bid documents within deadlines.
- Ensure technical, commercial, and legal documentation is accurate and compliant.
- Supervise online submissions through portals such as:
- GeM (Government e-Marketplace)
- Central & State E-Procurement portals
- PSU and departmental portals
- Cross-Functional Coordination
- Coordinate with Technical, Finance, Legal, Operations, and Sales teams to gather required documents.
- Ensure timely availability of statutory documents, certifications, and approvals.
- Work closely with Finance for EMD, BG, PBG, costing, and commercial documentation.
- Compliance & Risk Management
- Ensure compliance with all tender terms, contractual clauses, and statutory requirements.
- Maintain updated records of licenses, GST, MSME certificates, registrations, and other legal documents.
- Monitor corrigenda, amendments, and clarifications for active tenders.
- Identify documentation risks and implement corrective measures.
- Documentation Control & Reporting
- Maintain a centralized tender database including:
- Submission deadlines
- Status tracking
- Results and award details
- Prepare periodic MIS reports for management review.
- Maintain document repository with version control and audit readiness.
- Client & Authority Communication
- Handle pre-bid queries, clarifications, and tender-related correspondence.
- Liaise with government authorities and procurement departments when required.
- Support post-award documentation and contract formalities.
Required Qualifications & Experience- Bachelor's Degree in Business Administration, Commerce, Engineering, or related field.
- 6–12 years of experience in tender documentation, with at least 3–5 years in a leadership role.
- Strong experience in handling Government tenders and public procurement processes.
- Expertise in online e-tendering platforms (GeM, Central/State E-Procurement portals).
- Thorough understanding of:
- EMD, BG, PBG
- MSME certifications
- GST documentation
- Compliance and statutory requirements
- Proficiency in MS Office (Word, Excel, PowerPoint).
- Excellent written and verbal communication skills.
- Strong organizational and time management skills.
- Ability to manage multiple high-value tenders under tight deadlines.
Preferred Qualifications
- Experience in technical product/service tendering (Engineering, Construction, Healthcare, IT, Cleantech, Manufacturing, etc.).
- Knowledge of contract management, payment terms, LD clauses, and public procurement norms.
- Experience in setting up documentation processes from scratch.
- Exposure to ISO documentation or quality systems is an added advantage.
- Profiles from retired government professionals with relevant experience in procurement, tender evaluation, or public contracting may also be considered.
