Role Purpose
The Head Purchase is end to end responsible and accountable for ensuring right material, right services, right cost , right quality and right time across all needs as per requirements. The role directly safeguards project deliveries , Margins, compliances and customer confidence in a highly customized, regulated , project driven environment .

Functional Responsibilities and Deliverables (elobrated)
- Strategic Procurement Leadership & Commercial Excellence
- Lead end-to-end procurement strategy for all direct, indirect, capital, and project-based materials in alignment with business and margin objectives.
- Negotiate commercial terms, price structures, payment milestones, LD clauses, warranty terms, and delivery schedules, ensuring optimized total cost of ownership (TCO) and risk coverage.
- Structure and finalize contracts for job work, labour contracts, subcontract fabrication, machining, assembly, and site-related services with strong legal and commercial safeguards.
- Develop and execute category-wise procurement strategies for: Plates, pipes, fittings, flanges (carbon steel, stainless steel, alloy steel), Forgings, castings, and pressure boundary materials , Bought-out items (pumps, motors, gearboxes, bearings, instruments, valves, seals, gaskets, PTFE items) , Electrical systems, control panels, automation & instrumentation , Fabricated assemblies, skids, and engineered packages , Capex, MRO, consumables, and indirect materials , Subcontracted fabrication, machining, NDT, surface treatment, and testing services
- Develop and present transformational procurement strategies to management with quantified impact on:
- Cost reduction / savings pipeline
- Localization & import substitution
- Lead time reduction
- Supply risk mitigation
- Working capital optimization
2. Supplier Development, Qualification & Industrial Capability Building
- Build and strengthen a robust supplier ecosystem for chemical equipment manufacturing, including ASME/PED/ISO compliant vendors.
- Lead supplier qualification, onboarding, audits, and capability assessments (technical, financial, capacity, compliance).
- Drive continuous improvement at supplier end through: Process capability enhancement, Welding qualification improvement (GTAW, SMAW, FCAW, SAW, GMAW), Fabrication quality upgrades for pressure equipment standards ,
- Ensure suppliers comply with: ASME Section VIII, Section V (NDT) , PED, EN standards, DIN, AWS codes, Customer-specific inspection & documentation requirements ,
- Implement structured supplier scorecards and performance governance system covering: Quality (PPM, NCR) , Delivery (OTD) , Cost competitiveness , Responsiveness, Compliance & documentation accuracy
3. India Outsourcing & Global Supply Chain Enablement
- Own and lead India sourcing strategy for overseas group companies, ensuring alignment with global engineering, QA, and compliance standards.
- Develop India as a global sourcing hub for fabricated equipment, engineered assemblies, and precision components.
- Manage cross-border procurement coordination including: Export documentation accuracy, Customs, DGFT, duty optimization, and regulatory compliance , Logistics and international shipping coordination , Ensure seamless integration between India suppliers and global engineering/design teams.
4. New Product Development (NPD) & Engineering Procurement Integration
- Act as key stakeholder in New Product Development (NPD) and project execution lifecycle.
- Drive early supplier involvement in design stages (ESI – Early Supplier Involvement).
- Ensure timely sourcing of: Prototype materials, Special alloys and critical path components, Tooling and development items, Lead Design-to-Cost (DTC), Value Engineering (VE), and Value Analysis (VA) initiatives.
- Ensure supplier readiness for scale-up from prototype to production.
5. Subcontracting & Manufacturing Outsourcing Governance
- Establish and manage a strong subcontracting ecosystem for: Fabrication (pressure vessels, tanks, structures), machining, Assembly & testing, Surface treatment (blasting, painting, pickling, passivation), Heat treatment and special processes,
- Optimize make-or-buy decisions based on: Capacity utilization, Cost efficiency , Technical capability , Delivery risk,
- Ensure subcontractors comply with: Drawings, specifications, ITPs (Inspection Test Plans), Quality documentation and traceability requirements , EHS and statutory compliance
6. Quality, Compliance & Risk Management
- Ensure strict adherence to quality systems, codes, and regulatory standards applicable to Heavy fabrication Process equipment industry.
- Mitigate procurement risks through: Dual /or sourcing strategies, Critical supplier identification, Business continuity planning,
- Ensure compliance with: ASME / PED / ISO / customer inspection norms, Import-export regulations, Ethical sourcing policies, Prevent supply chain disruptions through proactive risk monitoring.
7. Cost Management, Value Engineering & Financial Discipline
- Drive structured cost optimization programs across all procurement categories.
- Lead annual cost reduction initiatives with measurable impact on: Material cost variance (MCV), Total supply chain cost as % of sales, Implement life cycle cost thinking in sourcing decisions. Control project margins through procurement discipline and cost transparency.Improve working capital through inventory optimization and payment term structuring.
8. Cross-Functional Collaboration & Stakeholder Management
- Work closely with Engineering, Design, Projects, Quality, Manufacturing, Finance, and Sales teams.
- Support project execution with timely procurement of critical path materials.
- Ensure alignment of procurement decisions with:
- Design specifications
- Customer requirements
- Project timelines
9. Digital Systems, Governance & Process Excellence
- Ensure effective use of ERP systems (SAP or equivalent) for procurement operations.
- Maintain accurate material master data, vendor master data, and contract records.
- Establish strong governance through:Daily / weekly / monthly MIS reporting, PDCA (Plan-Do-Check-Act) cycle execution, Procurement review cadence and escalation mechanisms, Maintain strict control over PO terms, compliance, and audit readiness.
10. Team Leadership & Capability Building
- Lead and develop procurement team capability through structured mentoring and performance management.
- Define and monitor: KRAs, KPIs, JD structures, and PMS system
- Build a high-performance procurement organization focused on accountability and results.
- Develop succession planning and multi-skilled procurement capability.

Education & Experience
B.E. / B.Tech (Mechanical / Production / Metallurgy) from reputed institute
15–20 years of experience in Material management Head responsible & Accountable for Complete Purchase, SCM & SC in engineering or process equipment industry
Minimum 5–10 years in leadership role heading procurement function
