Position Overview

The GM / Sr. GM – Administration & Compliance will provide strategic leadership and operational oversight for enterprise-wide administration, facilities management, statutory compliance, security, employee welfare, insurance and support services across corporate offices and project sites. The role will be responsible for driving governance, operational excellence, regulatory compliance, cost optimization, and employee experience while leading large multi-functional teams and managing critical external stakeholder relationships.

Key Responsibilities

Strategic Administration & Leadership

  • Lead the overall Administration & Compliance function across corporate offices and project sites.
  • Develop and implement administration strategies, policies, systems, and governance frameworks aligned with organizational objectives and industry best practices.
  • Ensure a world-class, safe, and employee-friendly working environment through effective facilities, infrastructure, and support services management.
  • Drive operational excellence, process optimization, digitization initiatives, and service delivery improvements across administration functions.

Administration & Facilities Management

  • Oversee end-to-end administration functions including corporate office, Travel Management, Insurance, Site Administration, Security, Facility Management, and Employee Welfare activities.
  • Ensure effective maintenance and operational readiness of office infrastructure, utilities, assets, and administrative support systems across locations.
  • Drive employee welfare initiatives including cafeteria management, employee events, celebrations, engagement activities, and related support services.
  • Review service standards periodically and implement improvements based on stakeholder and employee feedback.

Compliance & Government Liaison

  • Ensure adherence to all statutory, labour, and regulatory compliances including CLRA, labour laws, contractor compliance, wage records, movement registers, and site-related statutory requirements.
  • Liaise with government departments, labour authorities, statutory bodies, local agencies, and regulatory institutions for smooth operational functioning.
  • Ensure timely completion of inspections, audits, licenses, permits, renewals, and statutory documentation.
  • Drive governance and compliance frameworks for all outsourced and contracted services.

Security & Risk Management

  • Lead enterprise-wide security operations for offices, establishments, employees, materials, and project sites.
  • Ensure deployment of robust security systems, protocols, emergency response measures, and risk mitigation practices.
  • Oversee insurance portfolio management including property, vehicle, fire, asset, and liability insurance.
  • Ensure timely policy renewals, premium payments, risk assessments, and closure of insurance claims.

Vendor & Contract Management

  • Develop vendor evaluation mechanisms and governance processes for administration-related services.
  • Manage strategic relationships with service providers, contractors, and external agencies to ensure high-quality service delivery and SLA adherence.
  • Lead commercial negotiations, contract renewals, and vendor performance reviews to drive operational efficiency and cost optimization.
  • Ensure timely payments, compliance adherence, and resolution of escalations related to vendor services.

Financial & Operational Management

  • Lead budgeting, financial planning, and expense governance for all administration sub-functions.
  • Monitor departmental budgets, operational costs, and utilization to ensure financial discipline and cost efficiency.
  • Drive cost-saving initiatives through process improvements, strategic sourcing, and vendor negotiations.

Leadership & Team Management

  • Lead and manage a large administration team of 30+ members across multiple locations and functions.
  • Build strong leadership capability within the administration function through mentoring, coaching, succession planning, and capability development.
  • Drive performance management, productivity enhancement, and a culture of accountability, service excellence, and collaboration.
  • Partner with business and functional leaders to align administration support with organizational growth and operational requirements.

Preferred Experience & Qualification

  • Graduate / Postgraduate in Administration, Management, HR, or related discipline.
  • 25+ years of experience in Administration, Facilities, Compliance, and Corporate Services functions, preferably in Real Estate, Infrastructure, Construction, Manufacturing, or large multi-location organizations.
  • Strong experience in leading large-scale administration operations, statutory compliance management, vendor ecosystems, security operations, and stakeholder management.
  • Demonstrated experience in handling large teams, complex operational environments, and enterprise-level administration governance.
