About the Role
We are seeking a GeM Specialist (Freelancer) to support advanced AI evaluation initiatives focused on public procurement, tender management, government bidding, vendor registration, and procurement compliance.
In this role, you will evaluate AI-generated outputs related to Government e-Marketplace (GeM) procurement, bid preparation, tender evaluation, vendor onboarding, compliance documentation, and government procurement workflows. Your expertise will help improve AI systems designed for procurement automation, tender intelligence, and public sector sourcing.
This position is ideal for professionals with experience in GeM bidding, government procurement, tender management, bid management, or public sector procurement.
Responsibilities
- Create deliverables addressing real-world government procurement and tender management scenarios.
- Annotate and evaluate AI-generated tender analyses, bid documents, procurement workflows, and compliance reports.
- Assess AI outputs for procurement accuracy, regulatory compliance, and practical applicability.
- Review and interpret GeM tenders, bid documents, eligibility criteria, technical specifications, and commercial requirements.
- Prepare and evaluate bid responses, technical proposals, financial bids, compliance checklists, and supporting documentation.
- Assess vendor eligibility, product/service qualifications, EMD requirements, experience criteria, certifications, and statutory documents.
- Evaluate procurement processes in accordance with GeM guidelines, General Financial Rules (GFR), and government procurement policies.
- Identify compliance gaps, documentation deficiencies, bid risks, eligibility issues, and procurement inconsistencies in AI-generated outputs.
- Provide structured feedback to improve AI performance in government procurement and tender management workflows.
- Review peer-developed deliverables to maintain quality and consistency standards.
- Contribute domain expertise to improve AI systems focused on public procurement, bid intelligence, and procurement automation.
Requirements
- Bachelor's degree in Business Administration, Commerce, Engineering, Supply Chain Management, Procurement, Law, or a related field.
- 3+ years of hands-on experience in GeM procurement, tender management, government bidding, bid management, or procurement operations.
- Managing bids on the Government e-Marketplace (GeM) portal.
- Reading and interpreting tender documents, eligibility clauses, technical specifications, and commercial terms.
- Preparing and reviewing technical bids, financial bids, EMD documentation, bid compliance checklists, and supporting documents.
- Evaluating vendor qualification criteria, empanelment requirements, statutory registrations, certifications, and eligibility conditions.
- Working with procurement documents including purchase orders, contracts, bid amendments, corrigenda, and award notifications.
- Understanding procurement terminology and procedures followed by Central Government, State Government, PSUs, autonomous bodies, and local government organizations.
- Familiarity with CPP Portal (Central Public Procurement Portal), eProcurement systems, e-tendering platforms, and procurement ERP solutions is preferred.
- Strong analytical thinking, documentation skills, and attention to detail.
- Excellent written English communication skills.
- Ability to critically evaluate AI-generated procurement outputs for compliance, completeness, and procurement best practices.
- Ability to work independently in a remote, fast-paced environment.
Preferred Qualifications
- Experience working with government departments, PSUs, EPC companies, infrastructure firms, healthcare procurement, educational institutions, or procurement consulting firms.
- Experience managing bids for goods, services, and works contracts across government procurement platforms.
- Familiarity with public procurement regulations, contract management, and post-award compliance.
- Experience using AI-assisted procurement, bid management, or document automation tools.
- Professional certifications in procurement, supply chain, or public procurement are an advantage.
