The Technical Manager Facilities is responsible for end-to-end operations, maintenance, compliance, and continuous improvement of campus facilities and building services. This role leads the technical strategy for MEP systems (HVAC, Electrical, Plumbing, Fire & Safety), manages service vendors, ensures legal/statutory compliance, and delivers a safe, efficient, and high-quality workplace experience.
Key Responsibilities
Operations & Maintenance (O&M)
Own daily operations of HVAC, electrical distribution, UPS/DG, BMS, water supply, STP/ETP, fire alarm & protection systems, lifts, and building envelope.
Implement preventive, predictive, and corrective maintenance per OEM/ statutory requirements; maintain asset registers and service histories.
Optimize energy consumption and utilities; track and improve Power Usage Effectiveness (PUE), kWh/sq.ft, Water Use and carbon metrics.
Compliance, Safety & Risk
Ensure adherence to local statutes and codes (fire NOC, electrical safety, environmental permits, boiler rules, elevator inspections, hazardous materials handling).
Lead EHS programs, risk assessments, safety drills, permit-to-work (PTW), Lockout/Tagout (LOTO), Incident/Accident reporting and RCA.
Maintain SOPs, WI, checklists, and conduct audits for compliance readiness.
Vendor & Contract Management
Manage IFM/AMC vendors; define SLAs, KPIs, and performance governance.
Oversee RFPs, technical evaluations, negotiations, and contracting; ensure spares inventory and warranty/AMC coverage.
Validate PPM schedules, service reports, and quality of workmanship; enforce penalty/bonus mechanisms.
Project Delivery & Asset Lifecycle
Lead fit-outs, retrofits, upgrades, and minor capital projectsscope, BOQs, budgeting, approvals, execution, and commissioning.
Drive asset lifecycle planning: condition assessments, CapEx planning, replacement strategies, and digital twin/BMS integrations.
Coordinate with Design, IT, Security, and HSE for cross-functional deliverables.
Energy & Sustainability
Execute energy audits, implement conservation measures (VFDs, LED retrofits, BAS/BMS optimizations), and track savings.
Support green building certifications (LEED/IGBC/BREEAM) and ESG reporting; manage waste segregation and water efficiency programs.
Stakeholder & Customer Experience
Be the technical point-of-contact for business units, real estate, security, and workplace teams; communicate outages, planned works, and impacts.
Monitor helpdesk performance, drive root cause analysis, and implement continuous improvement initiatives.
Documentation & Reporting
Maintain as-built drawings, O&M manuals, test certificates, calibration records, and compliance dossiers.
