EYP-Infrastructure Advisory - Assistant Manager / Associate Manager- Regulatory Due Diligence

The team is part of EY-P Global Delivery Services (GDS), SaT. As a part of GDS Infrastructure Advisory team, we support EY-P Global Infrastructure Advisory Practices on engagement delivery and Business Development support across the Transport, Health and Human Services and Power & Utilities sectors with a focus on consulting services in infrastructure projects service delivery.

The GDS IA team focusses on both the government and private sector. The team works with the IA practices of Oceania, US, Canada, UKI, Western Europe and Maghreb (WEM) along with Singapore. As a part of service delivery, the team is responsible for undertaking the following set of activities:

Sound understanding of regulations in infrastructure and energy sector.

The candidate should have experience in preparing Regulatory Due Diligence (Reg DD) reports, with a strong understanding of the regulatory frameworks governing the infrastructure and energy sectors. The candidate should also possess knowledge of the following

• Overview of the regulatory framework
• Mapping of key regulatory drivers, risks and opportunities
• Regulatory scenario analysis and assessment
• Regulatory modelling
• Comparative benchmarking
• Regulated Asset Base (RAB) Methodology
• WACC methodology and framework
• Regulated costs and allocation framework
• Regulatory deep dive on concession contract
• Public sector / Infrastructure, the candidate should demonstrate:
• Stronge understanding of procurement strategies, tendering methodologies and bid evaluation processes for large infrastructure, PPP and concession projects
• Sound knowledge of contractual provisions governing variations, amendments, extensions, terminations, and compensation mechanism within infrastructure and concession agreements
• Familiarity with performance standards, service level obligations, payment and incentive mechanisms, and contract management frameworks applicable to major capital projects and long-term concessions
• Ability to access the commercial, regulatory, and operational implications of contractual and procurement decisions throughout the project lifecycle.
• Responsible for leading end to end engagement across the life cycle of Infrastructure project
• Prepare business proposals and presentations
• Carry out and research and data collection, conduct analyses in a variety of fields within public and private sector

The opportunity

The EY-P GDS Infrastructure Advisory team is seeking an experienced Infrastructure sector professional with exceptional writing and financial analysis to join our team. The individual will support regulatory DD engagements and business development initiatives in the transport, health and human services and power and utilities sectors. A key part of the role will be to maintain strong communication with the practice offices and keep them informed of our evolving service offerings in order to drive growth, and willingness to understand the local policy and market environment of client offices they serve.

Skills and attributes for success

• Exceptional business writing, research and financial modelling skills
• Independently led and delivered regulatory due diligence reports
• Strong understanding of the regulatory policies and frameworks
• Demonstrated experience of working in either transport, health and human services or power and utilities sectors
• Supported with proposal preparation and submission to the consulting tenders for Government as well as multilaterals (Asian Development Bank, World Bank, USAID, DfID)
• Hands-on experience in using MS-Word, MS-Excel and MS-PowerPoint is a must
• Exhibit strong analytical and problem-solving skills
• Possess good project and time management skills
• Knowledge of research databases like Factiva, ThomsonONE, Capital IQ, BMI etc. will be an added advantage

To qualify for the role, you must have

• Minimum of a Post Graduate in Management / MBA from a reputed college / University. Specialization in Finance / Power / Infrastructure Management will be preferred.
• Minimum 5 years relevant experience working in Infrastructure sector (working in either transport, health and human services or power and utilities sectors)
• Demonstrated experience of undertaking quality research and producing high quality written reports
• Demonstrated experience of undertaking financial modelling in the context of Infrastructure sector will be an advantage
