The ETL / Data Analyst is responsible for designing, implementing, and maintaining robust ETL systems and reporting processes to support Curtin University Dubai's quality assurance and regulatory compliance obligations. The role focuses on the collection, transformation, validation, analysis, and reporting of institutional data required for MOHESR and HEDB, and CAA KPI submissions, as well as KHDA accreditation and licensing filings.
Working in close collaboration with the Quality and Compliance Manager and key functional departments, the analyst ensures that institutional data is accurate, timely, and aligned with regulatory definitions and internal quality indicators. The role also contributes to the development and continuous improvement of policies, procedures, and processes that support data integrity, risk management, performance monitoring, and evidence-based decision-making across the university.
RESPONSIBILITIES
Core responsibilities
- Data Pipelines, ETL and Systems Integration
- Design, build, and maintain ETL (Extract, Transform, Load) processes and data pipelines to integrate data from student information systems, LMS, HR, Library, finance, and other relevant systems.
- Ensure data models, transformations, and aggregations are aligned with MOHESR/CAA KPIs, HEDB, and KHDA reporting requirements.
- Coordinate with IT and external vendors to ensure stable, secure, and efficient data flows and system integrations.
- Regulatory Data Collection, Validation and Reporting
- Establish and maintain a regulatory reporting calendar and associated workflows for MOHESR/CAA KPIs, HEDB, and KHDA submissions.
- Develop and implement data validation and reconciliation routines to ensure completeness, accuracy, and consistency of submitted data.
- Prepare and deliver data extracts, templates, and files in the formats required by regulators, within agreed timelines.
- Maintain clear documentation, mappings, and definitions for all fields reported to regulators.
- Institutional Analytics and Performance Monitoring
- Develop and maintain dashboards, reports, and analytical outputs on institutional KPIs, including enrolment, progression, retention, completion, graduate outcomes, quality indicators, and other performance metrics.
- Provide analytical support to quality assurance reviews, self-evaluation reports, accreditation submissions, and internal audits.
- Identify trends, anomalies, and risks in institutional data and provide recommendations to the Quality and Compliance Manager and senior leadership.
- Data Governance, Quality and Integrity
- Contribute to the development and implementation of policies, procedures, and standards for institutional data management, including data definitions, ownership, and access controls.
- Monitor data quality, investigate discrepancies with data owners, and coordinate corrective actions.
- Maintain and update data dictionaries, metadata, and process documentation to support transparency and continuity.
- Ensure appropriate handling of confidential and personal data in line with internal policies and applicable data protection regulations.
- Reporting to Senior Leadership, Boards and Committees
- Prepare clear, accurate, and visually effective reports and presentations on compliance status, regulatory submissions, quality indicators, and risk metrics for senior leadership, boards, and committees.
- Support the Quality and Compliance Manager in compiling evidence, summaries, and datasets for governance meetings and external reviews.
Miscellaneous responsibilities
- Support the Quality and Compliance Manager in continuous improvement initiatives related to quality assurance, risk management, and regulatory compliance.
- Provide training and guidance to internal stakeholders on data definitions, reporting standards, and use of dashboards and reports.
- Assist with data requests for audits, special studies, and strategic projects as required.
- Any other responsibilities related to institutional data, analytics, and compliance as reasonably requested from time to time.
Requirements (Essential)
- Bachelor's degree in data science, computer science, information systems, statistics, engineering, or a related field.
- Minimum 3-5 years experience in data analytics, ETL development, business intelligence, or institutional research; experience in higher education or a regulated environment is an advantage.
- Strong proficiency in SQL and working with relational databases; experience with ETL tools and/or data integration frameworks.
- Advanced skills in MS Excel and experience with one or more BI / data visualisation tools (e.g., Power BI, Tableau, or similar).
- Demonstrated experience in data cleaning, validation, reconciliation, and building reproducible data processes.
- Strong analytical and problem-solving skills, with the ability to translate complex data into clear, actionable insights and reports for non-technical stakeholders.
- High level of attention to detail, accuracy, and data integrity, with the ability to manage multiple deadlines and regulatory cycles.
- Effective written and verbal communication skills, including the ability to prepare clear reports and present findings to senior leadership, boards, and committees.
- Ability to work collaboratively across departments, while also being self-motivated and able to manage work independently within defined timelines.
Requirements (Desirable)
Strong understanding of the UAE higher education regulatory environment (CAA/KHDA) and international accreditation standards.
Understanding of student lifecycle and institutional data (admissions, enrolment, progression, completion, outcomes); familiarity with MOHESR/CAA and KHDA reporting requirements is highly desirable.
Prior experience working in an international campus environment.
