Role Title (PIU Technical Staff)
Project Manager / Waste Management Expert / Urban Planner / Research Consultant
(Position to be deployed under Project Implementation Unit SBM-U 2.0)
Key Roles & Responsibilities1. Technical Planning & DPR Support
- Assist the Urban Local Body (ULB) in preparation and review of DPRs in line with SBM-U 2.0 guidelines.
- Provide technical inputs for City Solid Waste Action Plan, City Sanitation Action Plan, IEC Action Plan, Capacity Building Plan, Dumpsite Remediation Plan, C&D Waste Management Plan, and other sectoral plans as required.
- Support formulation of overall city-level proposals as per SBM-U 2.0 norms.
2. Stakeholder Coordination & ULB Support
- Coordinate with multiple stakeholder departments within the Municipal Corporation to achieve SBM-U 2.0 objectives.
- Work closely with ULB officials to prepare indicator-wise documentation based on technical guidance provided by the PIU team.
- Support ULBs during reviews, inspections, and meetings with State and Central authorities.
3. Swachh Survekshan, Water+ & GFC
- Provide guidance and hands-on support for Swachh Survekshan, Water+, 7-Star GFC, and other SBM certifications.
- Lead preparatory work, documentation, and evidence compilation as per latest advisory and toolkits.
- Identify and propose innovations for Swachh Survekshan, including citizen engagement-based initiatives and long-term SWM improvements.
4. MIS, Data Management & Reporting
- Maintain and regularly update SBM MIS, ensuring data accuracy and availability at all times.
- Provide technical consultancy support to ULB officials for monthly MIS data updates on the MIS portal.
- Respond to data queries from State/Central authorities and support audit requirements.
- Compile progress reports, statistics, and presentations within strict timelines.
5. IEC, BCC & Citizen Engagement
- Support planning and implementation of IEC/BCC activities as per SBM-U 2.0 requirements.
- Develop ULB-level IEC Action Plans for different stakeholder groups.
- Assist in designing and organizing SBM-related events, campaigns, and citizen engagement activities.
- Create awareness on source segregation, home composting, plastic ban, GVP, grievance redressal systems, toll-free services, etc., to achieve garbage-free city objectives.
- Frame and maintain activity trackers for citizen engagement initiatives.
6. Digital, GIS & Innovation
- Support development and execution of social media strategies in coordination with IEC and MIS teams.
- Undertake GIS mapping of solid and liquid waste management infrastructure.
- Assist in development of information, IEC, and promotional materials.
7. Monitoring, Research & Community Interface
- Monitor quality and performance of waste management services, including contract management of external service providers.
- Engage with residents, community groups, RWAs, councillors, housing societies, and traders associations to identify issues and propose solutions.
- Contribute to research projects, policy inputs, and national-level knowledge initiatives related to waste management and sanitation.
Qualifications & Training
- Master's degree in Environmental Engineering, Waste Management, Urban Planning, Civil Engineering, Environmental Sciences, Sustainability, or related disciplines.
- Candidates with relevant postgraduate qualifications (MSW / Development Studies / Urban Studies) along with strong field exposure will be preferred.
Key Skills & Competencies
- Strong knowledge of Solid Waste Management Rules, 2016 and Swachh Survekshan framework.
- Ability to understand, explain, apply, and monitor complex and evolving SBM guidelines.
- Excellent written and verbal communication skills (government documentation standard).
- Strong analytical, problem-solving, and decision-making abilities.
- Experience in MIS, documentation, reporting, and data validation.
- Good coordination, organisational, and stakeholder management skills.
- Demonstrated interest and commitment to environmental sustainability and urban sanitation.
- Patience, resilience, and ability to work under government timelines and review cycles.
