  1. JOB DESCRIPTION – HSE HEAD (SITE)

Company: Suntech Infra Solutions Limited

Position: HSE Head – Site

Department: Health, Safety & Environment (HSE)

Location: Project Site / Construction Site

Reporting To: Project Head / COO / Corporate HSE Head

Industry: Construction / Infrastructure / Foundation Engineering

Employment Type: Full-Time

1. Job Purpose

The HSE Head will be responsible for establishing, implementing and monitoring Health, Safety & Environment systems at the project site and ensuring safe execution of all construction and foundation engineering activities.

The position will ensure compliance with applicable statutory requirements, company HSE policies, client requirements and project-specific safety standards.

2. Key Responsibilities

A) Site HSE Management

  • Lead the complete HSE function at the project site.
  • Develop and implement the project-specific HSE Plan.
  • Ensure compliance with company HSE policies, client requirements and applicable safety regulations.
  • Conduct regular site inspections and safety audits.
  • Identify unsafe acts and unsafe conditions and ensure timely corrective action.
  • Maintain a strong safety culture across the project.

B) Risk Assessment & Hazard Control

  • Conduct Risk Assessments / Job Safety Analysis (JSA) for construction activities.
  • Review Method Statements and Safe Work Procedures from an HSE perspective.
  • Identify hazards associated with piling, excavation, lifting, concreting, welding, electrical work, working at height and heavy equipment.
  • Implement appropriate control measures as per the Hierarchy of Controls.
  • Monitor compliance with Permit-to-Work (PTW) systems.

C) Toolbox Talk & Safety Training

  • Conduct daily/regular Toolbox Talks (TBT) for workers and supervisors.
  • Conduct safety induction for all new employees, workers, contractors and visitors.
  • Organize training on:
  • PPE
  • Work at Height
  • Excavation Safety
  • Lifting & Rigging
  • Electrical Safety
  • Fire Safety
  • Confined Space
  • Heavy Equipment Safety
  • Emergency Response
  • Maintain training and attendance records.

D. Construction & Foundation Safety

. Ensure safe execution of activities including:

  • Piling operations
  • Diaphragm wall activities
  • Excavation and shoring
  • Ground improvement
  • Crane and lifting operations
  • Reinforcement and structural works
  • Concreting
  • Welding and gas cutting
  • Heavy equipment operations
  • Temporary electrical installations
  • Work at height
  • Material handling
  • Traffic and vehicle movement

E) Plant & Machinery Safety

  • Ensure safe operation of piling rigs, cranes, excavators, loaders and other heavy equipment.
  • Verify inspection and maintenance records of equipment.
  • Ensure operators are trained, competent and authorized.
  • Conduct equipment safety inspections.
  • Ensure proper barricading and exclusion zones around operating machinery.
  • Monitor lifting operations and lifting accessories.

F) PPE Management

  • Identify PPE requirements based on job hazards.
  • Ensure availability and proper use of PPE.
  • Conduct regular PPE inspections.
  • Maintain PPE issue and replacement records.
  • Take corrective action against repeated PPE violations.

G) Incident & Accident Management

  • Immediately respond to accidents, incidents and near misses.
  • Ensure proper emergency response and first aid.
  • Conduct incident investigations and identify root causes.
  • Prepare incident/accident reports.
  • Recommend and monitor Corrective and Preventive Actions (CAPA).
  • Maintain site incident and near-miss statistics.
  • Ensure lessons learned are communicated to employees.

H) Emergency Preparedness

  • Develop and implement emergency response procedures.
  • Conduct mock drills for:
  • Fire
  • Medical emergency
  • Equipment accident
  • Fall from height
  • Evacuation
  • Other project-specific emergencies
  • Ensure emergency equipment, first-aid boxes and fire-fighting equipment are available and maintained.
  • Maintain emergency contact lists.

I) Legal & Statutory Compliance

  • Ensure compliance with applicable HSE and labour safety requirements.
  • Maintain statutory HSE registers, records and inspection reports.
  • Coordinate with statutory authorities and client representatives when required.
  • Ensure necessary safety licenses, certificates and inspection records are maintained.
  • Monitor compliance of contractors and subcontractors.

J) Contractor Safety Management

  • Conduct HSE induction for contractors and subcontractors.
  • Verify contractor safety documentation and competency records.
  • Monitor contractor compliance with site HSE requirements.
  • Conduct regular contractor safety meetings and inspections.
  • Take corrective action against non-compliance.

K) Environmental Management

  • Monitor environmental aspects of project activities.
  • Ensure proper management of:
  • Waste
  • Construction debris
  • Used oil
  • Hazardous materials
  • Dust
  • Noise
  • Water usage
  • Ensure proper waste segregation and disposal.
  • Support implementation of project environmental requirements.

L) HSE Documentation & MIS

Prepare and maintain:

  • Daily HSE Reports
  • Weekly HSE Reports
  • Monthly HSE MIS
  • Safety Inspection Reports
  • Risk Assessments
  • JSA/JHA
  • Toolbox Talk Records
  • Safety Induction Records
  • Incident/Near-Miss Reports
  • Training Records
  • PPE Records
  • Equipment Inspection Records
  • Emergency Drill Reports
  • Safety Audit Reports
  • Corrective Action Reports

3. Key Performance Indicators (KPIs)

  • Zero fatality and serious incidents.
  • Reduction in Lost Time Injury Frequency Rate (LTIFR).
  • Reduction in unsafe acts and unsafe conditions.
  • Closure of safety observations within defined timelines.
  • 100% completion of mandatory safety inductions.
  • Regular toolbox talks and safety training.
  • Timely completion of safety inspections and audits.
  • Emergency preparedness and mock-drill compliance.
  • Contractor HSE compliance.
  • Statutory HSE compliance.

4. Educational Qualification

  • Advanced Diploma in Industrial Safety (ADIS).
  • Diploma / Degree in Engineering will be preferred.

5. Experience

  • 8–15 years of relevant HSE experience.
  • Minimum 5 years in a senior HSE/Safety role at construction project sites.
  • Strong experience in construction, infrastructure, foundation engineering, piling, EPC or heavy civil projects preferred.
  • Experience managing HSE teams and large site workforces will be an advantage.

  • Stop unsafe work where there is an imminent risk to life or serious injury.

8. Ideal Candidate Profile

The ideal candidate should be a senior HSE professional with ADIS qualification and strong construction-site experience.

The candidate must have hands-on exposure to piling, heavy equipment, excavation, lifting operations and other high-risk construction activities and should be capable of independently managing the HSE function at a major project site.

  • Strong leadership, communication, incident investigation and risk-management skills are essential.
