HSE Manager – Offshore Drilling Operations (Wildcat Semi-Submersible Rig)
Position Summary
The HSE Manager shall be based at the Mumbai Head Office and will be responsible for providing strategic HSE leadership, governance, compliance oversight, risk management, and operational support for the Company's Semi-Submersible Offshore Drilling Rig operations in Mexico.
The incumbent will work closely with the Offshore Installation Manager (OIM), Rig Management Team, Mexico Base Office, Corporate Management, Contractors, and Client Representatives to ensure safe, compliant, and efficient drilling operations. The role will focus on strengthening HSE management systems, maintaining regulatory compliance, supporting rig activation and operational readiness, managing incident investigations, and driving continuous improvement across offshore operations.
This position is primarily a shore-based corporate HSE role with periodic travel to Mexico and offshore locations as required.
Key Responsibilities
HSE Leadership & Governance
- Provide overall HSE governance and leadership for offshore drilling operations.
- Ensure implementation and continuous improvement of the Company's HSE Management System.
- Promote a proactive safety culture and behavioral safety initiatives across offshore and shore-based operations.
- Advise management on HSE risks, compliance obligations, and mitigation measures.
Offshore Drilling Safety Management
- Monitor HSE performance of offshore drilling operations and support the OIM and Rig Management Team.
- Review operational risks associated with drilling, marine, maintenance, lifting, and simultaneous operations (SIMOPS).
- Participate in operational readiness reviews, safety critical assessments, and management reviews.
Permit to Work (PTW) & Risk Management
- Ensure effective implementation and compliance of Permit to Work Systems.
- Review Job Safety Analyses (JSA), Task Risk Assessments (TRA), and Risk Registers.
- Facilitate HAZID, HAZOP, Bow-Tie Analysis, and other risk management processes.
- Monitor implementation of Management of Change (MOC) procedures.
Incident Investigation & Root Cause Analysis
- Lead investigations into incidents, near misses, environmental events, and high-potential occurrences.
- Conduct Root Cause Analysis and ensure effective corrective and preventive actions.
- Issue safety alerts, lessons learned, and improvement recommendations.
Emergency Response & Crisis Management
- Develop, maintain, and periodically review Emergency Response Plans (ERP).
- Coordinate emergency preparedness drills, exercises, and crisis management simulations.
- Support incident command and emergency response activities during major incidents.
Environmental Compliance
- Ensure compliance with applicable environmental regulations and client requirements.
- Monitor waste management, pollution prevention, emissions reporting, and environmental performance.
- Support sustainability and environmental stewardship initiatives.
HSE Audits & Assurance
- Plan and conduct HSE audits, inspections, and compliance reviews.
- Coordinate third-party audits, client audits, and regulatory inspections.
- Monitor closure of audit findings and corrective action plans.
Regulatory Compliance Management
- Ensure compliance with applicable international, Mexican, maritime, and offshore drilling regulations.
- Monitor compliance with client requirements, including PEMEX standards and contractual HSE obligations.
- Support certification, verification, and regulatory reporting requirements.
Contractor HSE Management
- Review and evaluate contractor HSE performance.
- Participate in contractor prequalification and selection processes.
- Monitor contractor compliance with company and client HSE standards.
Bridging Documents & Client Interface
- Develop and maintain HSE Bridging Documents between Company, Client, and Contractors.
- Participate in client meetings, safety reviews, and operational readiness assessments.
- Coordinate HSE alignment between offshore operations, Mexico Base Office, and corporate management.
HSE Reporting & Performance Management
- Develop HSE dashboards and KPI reports.
- Monitor key performance indicators including:
- Present HSE performance reports to senior management.
Educational Qualifications & Experience & Attributes
- Bachelor's Degree in Engineering, Science, Occupational Health & Safety, Environmental Science, or related discipline.
- NEBOSH International Diploma / NEBOSH IGC
- 10 to 20 years of HSE experience in Offshore Oil & Gas Drilling Operations.
- Minimum 10 years in a corporate, base office, regional, or management-level HSE role.
- Experience supporting Semi-Submersible Rig Operations.
- Experience with rig activation, mobilization, and operational readiness programs.
- Experience working with international drilling contractors and National Oil Companies.
- Exposure to PEMEX, Gulf of Mexico, or similar offshore environments will be an added advantage.
