Job Description

The Engineering Lead holds ultimate technical accountability for the day‑to‑day management, reliability, and engineering execution of hard services at a GMP‑regulated pharmaceutical facility. The role focuses heavily on HVAC and critical utilities, ensuring absolute operational uptime, regulatory compliance, and the achievement of contractual KPIs. The position requires exceptional technical resilience in navigating strict, fast-paced client expectations and demands total ownership of engineering standard operating procedures within a corporate IFM framework. The position carries site‑level engineering authority and involves strategic decision-making on operational reliability, maintenance budgeting, and technical compliance. 24/7 standby oversight is required.

This role demands a highly seasoned HVAC and facilities engineering leader with proven maintenance management capabilities and technical accountability. You must protect critical pharmaceutical manufacturing facilities with deep HVAC expertise while demonstrating strong business acumen in engineering planning, the ability to hold technical teams accountable for results, and expert skill in balancing intense client satisfaction requests with JLL contractual obligations and engineering guidelines. Success requires driving engineering excellence and protecting the JLL account for long-term compliance, reliability, and operational sustainability.

Key Responsibilities

  • Lead daily site engineering operations, maintenance delivery, and the JLL on-site technical team.
  • Act as the primary technical point of contact for the client's engineering and facilities leadership.
  • Manage and optimize HVAC systems, critical utilities, and M&E services in a high-consequence GMP environment.
  • Ensure absolute compliance with GMP, EHS, client local standards, and JLL engineering policies.
  • Deliver assigned technical KPIs and SLAs, and take full ownership of site asset availability and reliability.
  • Manage maintenance OPEX budgets for engineering services and support strategic CAPEX lifecycle planning and execution.
  • Oversee, review, and sign off on technical incident, deviation, and breakdown investigations, including RCA and CAPA implementation.
  • Take ultimate accountability for rigorous pharmaceutical GMP reporting, ensuring all engineering and maintenance compliance documentation is flawless and delivered within strict client timelines.
  • Protect the JLL IFM program by effectively managing and evaluating scope boundaries and ensuring any requests/ scope creep do not compromise contractual guidelines or commercial baseline.
  • Coordinate and manage engineering contractors, specialist vendors, and partners to ensure safety, quality, and performance.
  • Lead the engineering team through regulatory, corporate, or client technical audits and inspections.
  • Maintain all engineering documentation, drawings, SOPs, and site maintenance records to audit-ready standards.
  • Provide 24/7 standby and engineering emergency escalation support.

Updated Requirements

  • Bachelor's degree in Mechanical, Electrical, or a related Engineering discipline.
  • 8–12 years experience in engineering operations or facilities management, with at least 3–5 years in a dedicated engineering leadership or supervisory capacity.
  • Mandatory 5+ years of direct engineering experience handling HVAC and critical utilities within a GMP / pharmaceutical / cleanroom environment (Candidates lacking direct experience with pharmaceutical GMP documentation and reporting standards will not be short-listed).
  • Proven track record of managing technical teams, maintenance vendors, and engineering KPIs on a large-scale account.
  • Extensive experience managing maintenance budgets and demonstrating technical asset lifecycle management within an outsourced IFM model.
  • Demonstrated ability to navigate high-stakes client dynamics, manage conflicting technical priorities, and maintain leadership composure under pressure.
  • Expert understanding of GMP, EHS, and regulatory compliance standards for engineering systems.
  • Clear, assertive, and highly professional technical communication and stakeholder management skills.
  • BizSafe Level 2 certification (or higher).
  • Own transport preferred for emergency response.

  • Experience supporting regulatory or client audits (FDA, MOH or equivalent)
  • Facilities management or service‑provider background
  • Cleanroom or HVAC‑related certifications
