Job Description: Construction Engineer

Overview: The Construction Engineer is responsible for overseeing and coordinating the efforts of project works contractors to ensure that performance goals are met. This role is pivotal in maintaining the sequence of activities in alignment with the project schedule. A Construction Engineer must be a highly competent professional in the construction industry, capable of evaluating methods and performance accurately for all aspects of the scope elements of the project for which they are responsible.

Key Responsibilities:

Contractor Supervision & Coordination:

  • Supervise and coordinate the work efforts of contractors and subcontractors for the assigned portions of the project.
  • Serve as the primary point of contact for all contractors in the assigned area.
  • Ensure activities are sequenced and performed in line with the project schedule.

Safety, Health, and Environment:

  • Monitor overall job site health, safety, and environmental performance.
  • Verify that contractors are adhering to safety protocols and protecting workers at the job site.
  • Plan and chair safety meetings, assist with incident investigations, and participate in TCE's safety programs and initiatives.

Contract Administration & Documentation:

  • Oversee construction supervision and contract administration for assigned sections.
  • Communicate and resolve deficiencies, non-conformances, and issues to the Construction Manager.
  • Assist in the preparation of construction-related information for proposals and business improvement activities.

Project Progress & Reporting:

  • Provide inputs for daily, weekly, and monthly progress reports.
  • Track contractor rates for major construction activities and develop catch-up plans based on site conditions.
  • Assist the Construction Manager in addressing site issues and formulating remedies.
  • Contribute to the development and review of construction-related information, including constructability plans.

Cost Control & Financial Responsibilities:

  • Assist with construction estimating, scheduling, reporting, and cost control.
  • Verify work progress, invoice certification, and measurement verification for all work performed by contractors.
  • Lead the Bill Certification process, resolve extra scope issues, and manage the measurement of quantities.

Quality Control & Change Management:

  • Enforce the Change Management process and Request for Information (RFI) management.
  • Ensure the implementation of the Project Safety and Quality Plans.
  • Monitor project quality and ensure compliance with specifications.

Commissioning & Handover:

  • Coordinate between construction and commissioning teams to ensure an effective handover process.

Leadership & Temporary Coverage:

  • During the absence of the Construction Manager, act as the administrative spokesperson for the project.

Experience & Qualifications:

  • Experience: A minimum of 5-10 years of onsite experience in major projects within sectors such as Infrastructure, Real Estate, Power, Steel, or Chemical. Involvement in at least 2 significant projects similar in size and scope to those delivered by TCE is required.
  • Education:
  • Postgraduate or graduate degree in an engineering discipline.
  • Postgraduate degree/diploma in construction management is preferred.
  • Key Skills:
  • Strong leadership and coordination skills.
  • Deep understanding of construction methods, safety, quality, and project management.
  • Ability to handle cost control, scheduling, and contract administration.
  • Familiarity with project health, safety, and environmental regulations.

  • Strong communication and interpersonal skills, capable of dealing with various stakeholders.
  • Ability to work under pressure and meet deadlines while maintaining high standards.
