Job Description

1. Your New Organization

The International Solar Alliance (ISA) is an intergovernmental organization of 125 Member Countries working to accelerate the deployment of solar energy to achieve universal energy access, energy security, and a sustainable, low-carbon future. Co-founded by India and France under the Paris Agreement, ISA serves as a platform for cooperation among solarrich nations to mobilize investments, build capacity, and promote innovation in solar energy deployment across the Global South. Its mission is to unlock solar investments by 2030, while reducing technology and financing costs. Through initiatives across agriculture, health, transport, and power generation, ISA Member Countries are driving change by shaping policies, sharing best practices, setting standards, and mobilising investments.

2. Your New Role

The incumbent will support the design, development, and implementation of ISA's programme on Scaling Solar in Agricultural Use and Rooftop Solar across ISA Member Countries. The programme aims to accelerate the adoption of solar energy solutions that enhance agricultural productivity, rural livelihoods, and distributed energy access, including applications such as solar irrigation, agrivoltaics, solar-powered value chains, and rooftop solar deployment in rural and urban contexts.Working within the Programme & Project Implementation Cluster (PPIC), the incumbent will contribute to programme development, country engagement, project preparation, policy advisory support, and monitoring of implementation activities. The role involves working closely with member governments, development partners, financial institutions, private sector actors, and technical experts to develop scalable solar deployment models that align with national development priorities and ISA's broader mission of expanding solar energy access globally.

3. Key Responsibilities

2.1 Programme Development and Strategy

• Support the design and operationalization of ISA programmes related to solar applications in agriculture and rooftop solar deployment.

• Identify and assess opportunities for solar irrigation, agrovoltaics, distributed solar systems, and rooftop solar across ISA member countries.

• Contribute to the preparation of programme strategies, concept notes, implementation frameworks, and technical guidelines.

• Assist in aligning programme initiatives with national energy, agriculture, and climate policies of member countries.

2.2 Country Engagement and Technical Advisory

• Engage with member country governments to assess the potential for solar deployment in agricultural and rooftop sectors.

• Support national stakeholders in developing country-specific roadmaps and deployment strategies for solar-based productive use applications.

• Provide technical advisory inputs for programme development, including technology selection, deployment models, and implementation approaches.

• Facilitate dialogue between ministries of energy, agriculture, water, finance, and rural development to enable coordinated programme implementation.

2.3 Project Pipeline Development

• Support the identification and development of bankable solar project pipelines in member countries.

• Conduct preliminary feasibility assessments, techno-economic analysis, and resource assessments for solar projects.

• Assist in the preparation of concept notes, feasibility reports, and Detailed Project Reports (DPRs). • Contribute to structuring projects suitable for financing by development finance institutions and private investors.

2.4 Policy and Regulatory Support

• Assist member countries in reviewing and developing policy frameworks and regulatory mechanisms to support solar deployment.

• Provide technical inputs for designing incentive schemes, subsidy frameworks, and financing mechanisms to support solar irrigation and rooftop solar.

• Support the development of technical standards, quality assurance frameworks, and procurement guidelines.

• Contribute to policy dialogues, workshops, and consultations with national stakeholders.

2.5 Programme Implementation and Monitoring

• Support the planning and monitoring of programme activities across participating countries.

• Track project progress against programme milestones and deliverables.

• Develop monitoring frameworks and performance indicators for solar deployment programmes. • Prepare progress reports, analytical briefs, and programme evaluation documents.

2.6 Capacity Building and Knowledge Development

• Support the design and implementation of capacity-building initiatives for government officials, financial institutions, and technical stakeholders.

• Contribute to training programmes delivered through Solar Technology Application Resource Centres (STAR-Cs) and other partner institutions.

• Prepare knowledge products including technical manuals, best practice reports, policy briefs, and case studies.

• Facilitate knowledge exchange among member countries on successful solar deployment models.

2.7 Stakeholder Coordination and Partnerships

• Coordinate with international development partners, financial institutions, research organisations, and private sector stakeholders involved in solar deployment initiatives.

• Support the organization of technical missions, workshops, stakeholder consultations, and international conferences.

• Facilitate collaboration between ISA and multilateral development banks, donor agencies, and industry associations.

4. Deliverables and Expected Outcomes The incumbent will contribute to achieving the following outcomes:

• Identification of solar deployment opportunities in agriculture and rooftop sectors across member countries.

• Development of structured pipelines of solar projects ready for implementation and financing.

• Strengthening of policy and regulatory frameworks supporting distributed solar deployment.

• Increased capacity of national stakeholders to implement solar energy programmes.

• Enhanced collaboration among governments, financial institutions, and private sector actors.

5. Qualifications and Experience

Education

• Advanced university degree (master's or equivalent) in Renewable Energy, Energy Engineering, Environmental Science, Public Policy, Development Studies, or a related field.

Professional Experience

• Minimum 12-15 years of relevant professional experience in renewable energy, energy access programmes, or sustainable infrastructure development.

• Experience in solar energy project development, policy advisory, or programme implementation is desirable.

• Experience working with government institutions, multilateral organisations, or development agencies is an advantage.

6.Technical Skills

• Understanding of solar energy technologies, solar irrigation, agrivoltaics, and rooftop solar systems.

• Experience in project feasibility analysis, techno-economic assessment, and programme design.

• Familiarity with renewable energy policies, regulatory frameworks, and financing mechanisms. Other Skills

• Strong analytical and report-writing skills.

• Excellent stakeholder engagement and coordination abilities.

• Ability to work in multicultural and international environments.

• Willingness to undertake international travel.
