Job Context & Major Challenges
Gujarat Cement Works is one of the single largest cement plants with an installed capacity to produce 6.5 million tons of cement /annum which is self-reliant on power having captive power plant (92 MW) ,two D. G. sets of 6 MW each , Mines & Captive Jetty, employing approximately 792 people. It manufactures a range of premium grades of cement for Export & Domestic market and enjoys a reputation of giving value for money. It is one of the largest cement plant at a single location in the country for export & import. Gujarat Cement Works has opted for the Best World Class Technology equipment right from its inception and it also has the desalination plant of capacity 2000 Cu m/day and associated RO plant
The plant consists of 2 Lines, each having peak clinker production capacity of 8000 TPD.
The plant has a state of art technology featuring fuzzy logic, X-Ray analyzer and CEM SCANNER to ensure optimum production and quality. The technical knowhow and main equipment has been obtained from M/s FL Smith Ltd., Denmark. GCW is also equipped with the Roller press technology, which is one of the latest equipment in cement grinding process. The unit has also bulk Clinker/cement loading arrangement and Raw material unloading arrangement from ship at jetty in addition to bulk loading by bourses and packed cement dispatch by road . The unit has about 2700 acre of land for Mines, TPP, Plant & residential colony, has about 36 kms road, 18 kms boundary wall and about 604 quarters & public utility buildings.
Major Challenges
- Negotitaion with Land owners for Compensation, measuring, marking, surveying and also ensuring non-agricultural clearance of land to be acquired.
- Registration and changes of names of the acquired land.
- Obtainining possession of for 245+hectors of land.
- Acquiring 145+hectors of virgin land from the local villagers & Govt.
- Liaison and persuasion with Local people for procurement of the land and with government authorities for subsequent actions.
- Attend Court cases regarding Land disputes at various courts for timely completion and safeguarding company's interests.

KRA1 Planning & Budgeting
- Proposing Revenue budget for Land & legal related expenses and monitor the same.
- Propose and monitor expenses for demarcation of land by fixing pillars.
- Propose capital bueget for procurement of land
KRA2 Legal matters To represent management and to attend various courts in hearing /legal cases related to Land & other legal matters and present Oral and documentary evidence on the cases as per requirement.
- Handling Stamp Duty and ceiling exemption related cases.
- Follow up pending legal matters at various courts.
- Follow up and settle all pending mutation and conversion cases.
- Drafting and vetting legal documents.
- Coordinate with legal experts and obtain opinion as per requirement of the case.
KRA3 Land Acquisition Dealing with Land Oustees for purchase of Critical Land
- Supervise all activities of land acquisition and encompassing sourcing & site visits, and matters pertaining to land acquisition.
- Carrying out valuation, negotiation of land and as well as authentication I verification check of registered land title documents. Identification of land survey no., village map, of nearby villages.
- Documentation, execution of acquisition, Purchase and registration of land, preparation deeds etc.
- Assist in organizing for required documents for legal cases pertaining to Land. Facilitate public hearings for environmental clearance for PL, ML and other lands.
- Clearance of Govemment land, Obtain permissions & NOC's under forest conservation Act from Ministry of Environment & Forest.
KRA4 Statutory compliance & Networking Actively participate in negotiating compensation for land, rehabilitation and resettlement.
- Socializing with local authorities to smoothen the land acquisition process.
- Liason with Talati, Mamlatdar, Revenue Inspector, Secretary
Panchayat, Sarpanch, Sub Registrar etc. for purchase of Land.
- Compliance of all Govt. regulation impacting land acquisition
KRA5 Safety & WCM Ensure compliance of safety for self &team members.
- Taking timely SBO rounds and CFSA rounds and recording it.
- Conducting departmental safety meeting.
- Coordinate, organize & monitor effective implementation of ISO/EMS/WCM systems in the section for improvement of productivity and work area.
