This is a senior, technical Pre-Tendering, Costing & Estimation role strictly for Civil Engineers with hands-on Railway and Metro tendering experience. This is not a Business Development, Marketing, Sales, or post-award Contracts/Execution role. Candidates without direct, verifiable experience in Railway/Metro civil pre-tender costing and estimation will not be shortlisted. Please apply only if you meet the exact eligibility below.

Eligibility Criteria:

- Education: B.Tech / B.E. in Civil Engineering (Mandatory). M.Tech in Civil Engineering.

- Experience: 10 to 20 Years, specifically in Railway and/or Metro pre-tendering, costing, and estimation.

- Background: Must have direct, hands-on experience in Railway/Metro Civil tender costing, quantity estimation, and technical-commercial proposal preparation at the pre-tendering stage. General construction estimation experience without Railway/Metro exposure will not be considered.

- Documentation: Candidates must be able to produce original mark sheets and certificates (10th, 12th, Graduation, Post-Graduation) and relevant experience proof at the time of interview.

About the Role:

Dilip Buildcon Limited is hiring for its Railways & Metro Pre-Tendering, Costing & Estimation team in New Delhi. This role sits at the DGM/AGM level, reporting directly to the Vice President, and carries direct ownership of pre-tender costing and estimation strategy on Railway and Metro infrastructure projects, including evaluation of tender feasibility, cost benchmarking, and bid-winning price strategy.

Key Responsibilities:

1. End-to-end pre-tendering activities: Civil quantity and cost estimation, and preparation of technical and commercial proposals.

2. Estimation for Railway Civil, Railway Composite, EPC and BOQ tenders.

3. Coordination with vendors, suppliers and sub-contractors for arranging quotations during the pre-bid stage.

4. Rate analysis and presentation of technical and commercial proposals to senior management.

5. Study and finalization of quantities and designs in coordination with design consultants.

6. Conducting site surveys and preparing detailed site survey reports to support cost accuracy.

7. Study, analysis and recommendation of target winning price based on competition and market environment.

8. Providing strategic input on bid/no-bid decisions based on cost feasibility and market intelligence.

Relevant Experience Required:

Hands-on experience in Railway construction tender estimation and proposal preparation, including EPC/BOQ and Composite tenders, Viaducts, Bridges, Tunnels, Track/BLT (Ballastless Track) and Station Building tenders, at a senior/leadership level.
