Job Description

Role Overview

The role involves end-to-end management of bidding, tendering, and proposal submissions for PSU and Government clients. The incumbent will be responsible for tender evaluation, documentation, bid strategy, pricing, cross-functional coordination, and ensuring compliance with all technical and commercial requirements. Strong exposure to SAP and manufacturing industry processes is essential.

Key Responsibilities

1. Tender Identification & Evaluation

  • Track and identify relevant tenders from PSU, Government portals, GEM, and other platforms.
  • Review tender documents (NIT, RFP, RFQ, BOQ, SCC/ GCC) and assess feasibility.
  • Conduct risk analysis and prepare Go/No-Go recommendations.

2. Bid Preparation & Submission

  • Lead the complete tendering cycle from documentation to final submission.
  • Coordinate with internal teams (Technical, Finance, Legal, Supply Chain, Production) for input collection.
  • Prepare technical and commercial bid proposals as per tender guidelines.
  • Ensure accuracy, completeness, and compliance of all documents.
  • Manage online portal submissions and reverse/forward auctions.

3. Costing, Pricing & Negotiation

  • Work with costing and finance teams to prepare competitive pricing.
  • Conduct cost estimation considering manufacturing capabilities, supply chain, and project timelines.
  • Support negotiation discussions and post-tender clarifications with clients.

4. Documentation & Compliance

  • Maintain updated documentation: company credentials, certifications, financial statements, product specifications, etc.
  • Ensure compliance with PSU procurement guidelines and regulatory norms.
  • Prepare declarations, affidavits, PBGs, EMDs and coordinate with banks/finance team.

5. Stakeholder Coordination

  • Liaise with PSU and Government officials for tender queries, pre-bid meetings, and submission requirements.
  • Ensure smooth coordination with internal stakeholders for timely bid closures.
  • Represent the organization during pre-bid meetings and discussions.

6. SAP & Reporting

  • Manage tender-related workflows in SAP including costing, approvals, and documentation.
  • Generate MIS reports on bid status, conversion rates, tender pipeline, and financial outcomes.
  • Maintain accurate digital records of all tenders.

Required Skills & Competencies

  • Strong understanding of PSU / Government procurement processes.
  • Hands-on experience in tendering for large manufacturing or engineering products.
  • Proficiency in SAP (MM / SD / PS modules preferred).
  • Excellent knowledge of contract terms, commercial clauses, LDs, PBGs, and taxation.
  • Strong analytical, documentation, and cost estimation skills.
  • Ability to manage multiple tenders under tight timelines.
  • Excellent communication and negotiation skills.
  • Proficiency in MS Office (Excel, Word, PowerPoint).

Education

  • Bachelor's degree in Engineering / Commerce / Business Administration.
  • MBA in Operations / Marketing / Supply Chain (preferred but not mandatory).
