Job Description

Lead and supervise the COO Office teams within ISAP.

Key activities and responsibilities of the teams, along with some directly managed:

  • Lead IT Second Line of Defense activities (supervisory controls) and COO Office First Line of Defense functions (operational controls),
  • Oversee Budget and Financial Management to meet MTP financial objectives,
  • Manage Operational Support & Services, including facilities and premises management,
  • Ensure Technology Risk Management compliance in accordance with MAS guidelines,
  • Oversee Security and Business Continuity Planning (BCP) initiatives,
  • Monitor and govern IT service delivery for the ISAP platform, including SLA oversight,
  • Manage sourcing activities, administration of external contractors, and alignment with global sourcing strategy,
  • Lead Procurement processes and related activities,
  • Coordinate Internal and External Communications,
  • Drive and support Transversal (cross-functional) projects,
  • Contribute to and supervise the preparation of strategic materials and documentation presented to the Strategic Committee,
  • Participate in the ISAP Management Committee and work closely with all committee members,
  • Support the design, implementation, and execution of the ISAP and ISR transformation roadmap (geo-sourcing, AI, workforce, and related initiatives).

Supervise and oversee COO Office teams & activities in ISAP:

  • Ensure that all activities within the teams scope of responsibility are delivered on time, meet quality standards, and are executed in a cost-effective manner,
  • Continuously monitor internal customer satisfaction with services delivered by the COO Office, and develop and implement initiatives to further enhance service quality,
  • Lead talent management and workforce development initiatives across the teams,
  • Ensure that all team members adhere to and uphold the Crédit Agricole CIB Code of Conduct,
  • Maintain comprehensive, up-to-date documentation of all relevant rules, guidelines, procedures, and processes,
  • Drive and oversee change management activities whenever and wherever required,
  • Promote a culture of continuous improvement, operational efficiency, and innovation through ongoing evaluation and implementation of enhancement initiatives, with a strong focus on AI tools adoption across COO office sections.

Manage high level of issues between his teams and other parties:

  • Coordinate closely with Head Office teams, including ISR, GSP, FIX, RPC, and CPL, to ensure effective alignment and execution of shared objectives,
  • Maintain strong collaboration with teams across ISAP, the Singapore Branch, ISR APAC, other relevant internal stakeholders, and external vendors as required,
  • Ensure close alignment with Singapore Branch Management on common initiatives and priorities, while fostering timely and effective information sharing.
  • Maintain proactive coordination with Branch Management to provide assurance that key risk areas are appropriately identified, covered, and managed.

Legal and Regulatory Responsibilities:

  • Comply with all applicable legal, regulatory and internal Compliance requirements, including, but not limited to, the Singapore Compliance manual and Compliance policies and procedures as issued from time to time Financial Security requirements, including, but not limited to, the prevention of Financial Crime and Fraud including reporting obligations to the Money Laundering Reporting Officer/Compliance Officer.
  • Maintain appropriate knowledge to ensure to be fully qualified to undertake the role. Complete all mandatory training as required to attain and maintain competence.
