Job Description

We are seeking an experienced Contract Manager to oversee all contractual, commercial, and legal aspects of large-scale construction projects in Singapore. The successful candidate will be responsible for managing contract administration, risk allocation, claims, variations, procurement support, and dispute resolution across the full project lifecycle.

The ideal candidate will have strong experience in construction contract management within infrastructure, commercial, industrial, mission-critical, semiconductor, or data center projects, and a strong understanding of standard forms of contract and commercial governance frameworks.

Key Responsibilities

Contract Administration

  • Manage the full lifecycle of contracts from tendering, award, execution, and close-out.
  • Review, draft, and negotiate main contracts, subcontracts, consultancy agreements, and supplier agreements.
  • Ensure all contractual obligations, notices, and requirements are properly administered and documented.
  • Maintain accurate contract records, correspondence, and contractual registers.
  • Provide contractual advice and interpretation to project teams.

Commercial & Risk Management

  • Identify, assess, and manage contractual and commercial risks across projects.
  • Advise project and management teams on risk exposure and mitigation strategies.
  • Support development of commercial strategies to protect project and company interests.
  • Monitor contract compliance and performance against agreed terms.
  • Participate in project risk reviews and governance processes.

Claims & Variations Management

  • Manage and evaluate variation orders, extension of time (EOT) claims, delay and disruption claims.
  • Prepare, review, and assess contractual claims and supporting documentation.
  • Coordinate with planners, QS teams, engineers, and project managers on claim substantiation.
  • Lead negotiations with clients, consultants, subcontractors, and suppliers.
  • Support dispute resolution processes including mediation, arbitration, or adjudication where required.

Procurement & Tender Support

  • Support tender evaluation and contract award recommendations.
  • Review tender documents to identify contractual risks and opportunities.
  • Assist in drafting and reviewing subcontract and supplier agreements.
  • Ensure commercial and contractual alignment during procurement processes.

Stakeholder Management

  • Act as the key point of contact for all contractual matters within projects.
  • Collaborate closely with project managers, quantity surveyors, engineers, legal teams, consultants, and clients.
  • Participate in contract review meetings and commercial discussions.
  • Provide regular contractual and commercial reporting to senior management.

Compliance & Governance

  • Ensure compliance with company policies, contractual requirements, and regulatory frameworks.
  • Maintain governance standards in contract execution and administration.
  • Support internal and external audits related to contractual compliance.
  • Promote best practices in contract and commercial management.

Requirements

Education

  • Bachelor's Degree in Quantity Surveying, Construction Management, Law, Engineering, or a related discipline.

Experience

  • Minimum 10 years of experience in contract management, commercial management, or quantity surveying in the construction industry.
  • Experience working on projects valued at SGD 50 million and above.
  • Strong background in main contractor, EPC contractor, consultancy, or developer environments.
  • Experience in infrastructure, industrial, commercial, mission-critical, semiconductor, or data center projects is highly preferred.

Technical Skills

  • Strong knowledge of construction contracts and procurement frameworks.
  • Experience with standard forms of contract such as FIDIC, NEC, SIA, PSSCOC, or design-and-build contracts.
  • Strong understanding of claims management, delay analysis, and dispute resolution.
  • Good knowledge of project controls, scheduling, and cost principles.
  • Ability to interpret technical drawings, specifications, and contract documents.

Soft Skills

  • Strong negotiation and stakeholder management skills.
  • Excellent analytical and problem-solving abilities.
  • Strong written and verbal communication skills.
  • High attention to detail and strong organizational capability.
  • Ability to manage multiple priorities in a fast-paced project environment.

Preferred Qualifications

  • Professional membership (RICS, CIArb, SCL, AIQS, SISV or equivalent) is an advantage.
  • Experience in claims preparation and dispute resolution.
  • Exposure to hyperscale data center, semiconductor, or large infrastructure projects.
  • Familiarity with BIM-enabled or digital project delivery environments.
  • Regional project experience across Southeast Asia is an advantage.
