Content Manager

The Content Manager is responsible for developing, managing, and governing high-quality, citizen-focused content across all government digital APPs and mobile first websites. The role ensures that information is accurate, accessible in both Arabic and English, compliant with policy standards, and aligned with digital transformation objectives. This position balances strategic planning, editorial oversight, AI content creation and stakeholder collaboration to deliver content that supports transparency, trust, and engagement between the government and citizens, residents, and businesses. Direct Reports: Content Specialists, Copywriters, Translators, and Editors.

Responsibilities:

Product Strategy & Vision

•        Develop and maintain a holistic content strategy including AI content for government digital services.

•        Develop content standards, tone of voice, and accessibility guidelines across ministries.

Content Creation & Management

•        Oversee creation, editing, and publishing of multilingual (Arabic/English) content.

•        Ensure accuracy, timeliness, and legal compliance of information. 

•        Maintain editorial calendars aligned with service launches and campaigns.

•        Define, design, and maintain engaging landing pages for key government services.

•        Ensure content hierarchy is optimized for clarity, accessibility, and citizen self-service.

•        Collaborate with UX/UI teams to align content with user journeys and service flows. 

•        Run A/B testing to measure impact of landing page content on engagement and conversions.

Collaboration & Stakeholder Engagement

•        Partner with ministries and departments to gather, validate, and update content.

•        Influence teams to adopt best practices for digital content.

Content Performance & Optimization

•        Monitor and analyze content KPIs (engagement, readability, accessibility, SEO).

•        Implement improvements based on analytics, citizen feedback, and audits. 

•        Establish benchmarks for content quality, accessibility, readability, and SEO across all platforms. 

•        Regularly compare and align government content with global digital government leaders (e.g., Gov.uk, Singapore Gov).

•        Audit ministry-level content to measure compliance with defined benchmarks. 

Customer & Market Insight

•        Work with Head of UI/UX and CXM on all Projects. 

•        Content Performance & Optimization 

•        Monitor and analyse content KPIs (engagement, readability, accessibility, SEO).

•        Implement improvements based on analytics, citizen feedback, and audits. 

Leadership & Quality Control

•        Lead content specialists, ensuring consistency and editorial quality.

•        Provide coaching, mentoring, and training to improve content skills across teams.

Qualification:

•        Bachelor's degree in Communications, Journalism, Digital Media, or related field.

•        4+ years experience in content management for digital platforms

•        Strong background in content strategy, editing, SEO, and accessibility standards

•        Bilingual proficiency: English (essential) and Arabic (preferred/advantage)

•        Experience with government service delivery models and G2C content strategies

•        Expertise with CMS platforms, analytics tools, and translation workflows.

•        Exposure to agile content operations and design system integration
