We are seeking an experienced Assessment Specialist (Consultant) to support government-led education and assessment projects. The role focuses on the development of assessment frameworks, exemplar activities, assessment items, and rubrics aligned with curriculum goals and learning outcomes. The consultant will work closely with multidisciplinary teams and stakeholders to ensure that assessment approaches are pedagogically sound, technically appropriate, and suitable for large-scale implementation.

Key Responsibilities

  • Lead and contribute to the development of assessment frameworks for government education and assessment projects.
  • Design, review, and refine exemplar assessment activities, including formative and summative tasks.
  • Develop and validate assessment items, performance tasks, and scoring rubrics aligned with defined learning outcomes.
  • Ensure coherence between curriculum expectations, learning outcomes, assessment tools, and reporting approaches.
  • Support adaptation of assessment frameworks and tools for context- and country-specific requirements, as applicable.
  • Collaborate with subject experts, curriculum teams, psychometricians, and project managers to deliver high-quality outputs.
  • Prepare technical notes, reports, and presentations for large-scale assessment initiatives.
  • Support project planning, coordination, and timely execution of assessment-related deliverables.
  • Participate in review meetings with government bodies and other stakeholders and incorporate feedback as required.

Minimum Qualification

  • Master's degree in any discipline from a recognized institution.

Minimum Experience

  • 5+ years of professional experience in educational assessment, with demonstrated experience in:
    • Assessment framework development
    • Item writing and assessment task design
    • Rubric and scoring guide development
  • Experience working on education or assessment projects for government entities.
  • Familiarity with measurement theory and Item Response Theory (IRT), including their application in large-scale assessments.
Desirable Experience And Skills

  • Understanding of formative and summative assessment, competency-based assessment, and performance-based assessment.
  • Ability to work effectively in multi-stakeholder environments, including with government agencies and education boards.
  • Experience in preparing reports, presentations, and operational documentation for education or assessment projects.
  • Proficiency in MS Office Suite and basic project coordination tools.
  • Strong written and verbal communication skills, with the ability to explain assessment concepts clearly to diverse audiences.

Preferred (Optional)

  • Exposure to psychometric analysis or working alongside psychometric teams.
  • Experience contributing to assessment-related research, policy notes, or guidance documents.

  • The base salary range advertised represents the low and high end of the anticipated salary range for this position. The base pay actually offered will take into account internal equity and also may vary depending on the candidate's geographic region, job-related knowledge, skills, and experience among other factors. The base pay is only one aspect of the Total Rewards Package that will be offered to the successful candidate.
