About the Role
You will be based in Singapore, reporting to the Head, Compliance & Operational Risk and working under our entity M-DAQ Payment Solutions (MPS).
This role is responsible for leading and strengthening the end-to-end AML/CFT and Fraud risk management framework across the Payments business. You will oversee transaction monitoring, suspicious transaction reporting, sanctions screening, fraud investigations, regulatory reporting, and ongoing enhancement of controls to safeguard the organisation against financial crime risks.
- Lead typology investigations - Direct comprehensive investigations into high-risk typologies (e.g., terrorist financing, human trafficking, consumer fraud).
- Strategic analysis & enterprise mitigation - Assess typology threats at across MPS products and services.
- Transaction control strategy (AML & fraud) - Oversee design, approval, implementation, and performance of real-time controls. Establish governance and metrics that balance risk mitigation with customer experience.
- Represent FIU internally & externally - Act as a typology and analytic expert with law enforcement, intelligence agencies, partners and industry forums.
- Mentor talent - Mentor investigators and analysts; elevate typology expertise and intelligence tradecraft.
Job Descriptions:
FIU Leadership & Oversight
- Lead and manage the FIU team covering AML/CFT monitoring, sanctions screening, and fraud investigations.
- Apply typologies and intelligence methodologies with ability to translate evolving threats into investigations, program changes, and enterprise controls
- Review and approve investigation outcomes, Suspicious Transaction Reports (STRs), and regulatory filings.
- Act as escalation point for complex, high-risk, or sensitive cases.
- Ensure effective workload management, KPIs, and quality assurance across the FIU function.
AML/CFT & Fraud Risk Management
- Oversee transaction monitoring, name screening (sanctions, PEP, adverse media), and payment review processes.
- Develop and enhance AML/CFT and fraud detection frameworks, including typology development and red flag indicators.
- Monitor emerging financial crime trends (e.g., mule accounts, cross-border fraud, sanctions evasion) and implement preventive controls.
- Drive improvements in monitoring rules, thresholds, and system optimisation.
Regulatory & Reporting
- Ensure timely and accurate submission of STRs and other regulatory reports to relevant authorities.
- Manage regulatory queries, inspections, audits, and thematic reviews related to financial crime.
- Maintain proper documentation, case management standards, and audit trails.
Advisory & Business Enablement
- Provide independent compliance advisory support on new products, corridors, partnerships, and client risk matters.
- Perform financial crime risk assessments for new initiatives and material changes.
- Work closely with Product, Operations, Risk, and Technology teams to design scalable compliance controls.
Policy, Governance & Training
- Develop, review, and update AML/CFT and Fraud-related policies, SOPs, and internal guidelines.
- Conduct financial crime risk assessments and periodic control testing.
- Strong documentation discipline, audit readiness, and governance experience.
- Design and deliver AML/Fraud training programs tailored to business units.
Stakeholder Management
- Engage with banks, liquidity providers, regulators, and law enforcement agencies on compliance and fraud-related matters.
- Support responses to correspondent bank due diligence questionnaires and audits.
- Represent the FIU function in internal governance forums.
- Clear, concise communicator, adept at guiding teams through change.
Requirements:
- University degree in Law, Business Administration, Finance, Risk Management, Accounting, or related discipline.
- Minimum 5–8 years of experience in AML/CFT, Financial Crime Compliance (FCC), or Fraud Risk Management within banking, fintech, payments, or money service business.
- Prior experience leading or supervising an investigations / FIU team preferred.
- Strong knowledge of AML/CFT regulations, STR reporting obligations, and sanctions frameworks in Singapore and/or regional jurisdictions.
- Professional certifications such as ACAMS, AAMLP, ICA or equivalent preferred.
- Experience in cross-border payments, FX, or digital payments environment is highly advantageous.
- Strong analytical, investigative, and decision-making skills.
- Excellent stakeholder management and communication skills.
- Proficient in English (additional languages such as Mandarin or Cantonese advantageous).
- High integrity, resilience, and ability to operate in a fast-paced fintech environment.
