Job Responsibilities
- Supervise and educate resources in establishing, configuring, and managing the Systems Completion Database (SCDB)
- Create the Leak test markup and procedure.
- Develop and uphold standard Systems Completion Database Management Procedures and Training Material
- Assist in creating check sheet and certificate templates and a tag type population matrix
- Update and manage Systemization Guidelines and handle sub-system boundary drawings for projects
- Establish hierarchies in the Systems Completion Database including system, subsystem, contractor, execution location, module, area
- Compile engineering tag lists and ensure accurate systemization and hierarchy assignment in the Systems Completion Database
- Support the comparison of Contractor proposed Inspection Test Records (ITR) and standard reference A-check sheet templates
- Generate reports on mechanical completion, commissioning, and start-up progress including Skyline reports, check sheet run-down reports, certification rundown reports, punch list rundown reports.
- Prepare Pre-Commissioning procedure / Method of statements
- Develop Commissioning, plant Startup & energization procedure.
- Create the Checksheet Allocation matrix.
- Compile lists of temporary equipment, tools & special Tool and consumables from Commissioning Procedures
- Prepare Loop Folders, Work Packages, and Completion Dossiers (electronic unless required hardcopy by regulatory) to facilitate the approval / acceptance of Systems or Subsystem Groups according to the Turnover / Handover Philosophy
- Conduct quality checks on systems completion database.
- Lead discipline systems completion engineers in executing the above tasks when necessary for projects.

Work Experience
- 10-15 years of experience in system completion in the Oil and Gas and/or Petro-Chemical industries
- Experience in pre-commissioning, Commissioning, and startup activities on-site.
- Experience in creating pre-commissioning procedures, method statements, commissioning Manuals, etc.
- Previous experience managing a team of System Completion Engineers & Comm Engineers and technicians
- Thorough understanding of systems completion process across various disciplines
- Proficiency in Systems completion database tool
- Strong skills in Excel, Word, and PowerPoint
- Excellent command of English, both written and spoken
- Ability to clearly and concisely communicate recommendations to project team/management team
