Cluster Lead – Multi-Site Facilities Management

The Cluster Lead represents a strategic elevation from site-level facility management to multi-campus operational leadership. This role transitions from single-site execution to cluster-wide oversight, managing a portfolio of facilities across multiple campuses with emphasis on strategic contract management, operational standardization, and team leadership across locations.

Key Differences from Facility Manager Role:

Strategic vs. Tactical Focus: While Facility Managers concentrate on day-to-day operations at individual sites, the Cluster Lead operates at a portfolio level, establishing standardized processes, policies, and performance frameworks across multiple locations. You'll transition from executing maintenance schedules to designing maintenance strategies that scale across your cluster.

Contract Management Authority: Unlike site-level vendor coordination, you'll lead the full contracting lifecycle—from defining technical and commercial terms, developing tender documents, conducting competitive tendering exercises, to recommending subcontractor selections to clients. This includes developing Service Level Agreements across your cluster rather than simply monitoring existing contracts.

Financial Oversight Expansion: Your financial responsibilities expand from site budget adherence to setting cluster-wide cost optimization goals, advising clients on multi-year maintenance budgets across locations, and establishing energy savings targets at the portfolio level. You'll drive strategic cost initiatives rather than managing individual site expenditures.

Team Leadership Scope: The role shifts from managing a site team to leading multiple JLL management teams across your cluster. You'll conduct performance appraisals, recommend training programs through JLL HR, and develop capability across your portfolio rather than focusing on individual team members.

Vendor Management Maturity: You'll evaluate contractor deployment across multiple sites, ensuring consistency in service delivery standards, conducting quality audits across locations, and establishing performance assessment mechanisms that apply cluster-wide. This includes analyzing service call trends across your portfolio to implement strategic improvements.

Client Relationship Elevation: Your client interface moves from operational coordination to strategic partnership—chairing monthly progress meetings, providing portfolio-level MIS reporting, and serving as the primary escalation point for facilities issues across the cluster.

Operational Responsibilities:

Cluster-Wide Service Delivery:

  • Lead JLL management teams across multiple campus locations
  • Ensure maintenance services meet contractual commitments across all sites
  • Standardize operational processes and service delivery approaches
  • Develop and implement best practices applicable across the cluster

Strategic Contract Management:

  • Define technical and commercial terms for Annual Maintenance Contracts across locations
  • Develop comprehensive tender documents and operational scopes
  • Conduct competitive tendering exercises and comparative analysis
  • Make strategic recommendations to clients on subcontractor selection
  • Develop and negotiate Service Level Agreements with JLL Procurement
  • Establish performance assessment mechanisms applicable across sites

Performance and Compliance:

  • Evaluate vendor resource deployment across multiple locations
  • Define and monitor Service Level Agreements and Performance Indicators
  • Assess subcontractor performance against established criteria
  • Ensure statutory compliance including minimum wages acts across all sites
  • Conduct quality audits on materials and site upkeep standards
  • Analyze call-out trends across the cluster to drive strategic initiatives

Financial and Budgetary Leadership:

  • Set annual cluster-wide goals for energy savings and operational cost reduction
  • Advise clients on future maintenance budgets across the portfolio
  • Interface with client and JLL Finance teams on billing and invoicing
  • Manage cluster-level operational expenditures

Reporting and Documentation:

  • Maintain comprehensive records of facility management operations across all sites
  • Develop Management Information Systems (MIS) reports for JLL leadership and client stakeholders
  • Prepare and review preventive maintenance registers monthly
  • Provide consolidated reporting across the cluster

Team Development:

  • Review performance of JLL staff across locations and conduct appraisals
  • Recommend training programs for site facility management teams
  • Train team members on quality policies and procedures
  • Build capability across your management teams

Client and Stakeholder Management:

  • Chair monthly progress meetings
  • Facilitate cross-feedback between subcontractors and client staff
  • Liaison with client Finance teams on billing and payment matters
  • Serve as primary escalation point for facilities issues

Key Performance Measurements:

  • Achievement of best practice standards across all cluster locations
  • Establishment and adherence to standardized policies and procedures
  • Compliance with deadlines and operational commitments across sites
  • Effective leadership of multi-site management teams
  • Delivery of cost optimization and energy savings targets
  • Consistent service quality and client satisfaction across the cluster
  • Successful vendor performance management and contract compliance

Qualifications and Experience:

Education:

  • Graduate degree in any discipline (required)
  • Tertiary qualifications in building management and/or business (desirable)

Experience:

  • 8-12 years in facilities management with demonstrated progression to multi-site or supervisory roles
  • Proven track record in contract management and vendor negotiations
  • Experience managing multiple locations or large-scale facilities
  • Demonstrated ability in team leadership and development
