Job Description

Primary Objectives of Position:

To lead the day-to-day operations of the Special Student Care Centre by ensuring the delivery of safe, structured, person-centred and high-quality services that maximise clients participation, functional independence and wellbeing while supporting caregivers through collaborative partnerships.

The Centre Supervisor provides operational leadership, staff supervision, quality assurance and continuous service improvement to achieve organisational, regulatory and service outcomes.

Leadership & Operations Management

  • Promote AWWA's Vision, Mission, Core Values and inclusive culture.
  • Lead the daily operations of the centre to ensure safe, efficient and effective service delivery.
  • Translate organisational and service goals into operational plans and monitor progress.
  • Supervise, coach and support Senior Programme Assistants, Programme Assistants and support staff to achieve service outcomes.
  • Foster a positive, collaborative and psychologically safe team culture that promotes accountability, teamwork and continuous learning.
  • Coordinate centre manpower deployment, rostering and operational coverage.
  • Identify operational risks and implement timely mitigation plans.

Client Services & Programme Delivery

  • Oversee the delivery of structured, meaningful and person-centred programmes that support clients functional independence, participation, behaviour regulation and social development.
  • Ensure timely enrolment, orientation, conditional placement reviews, transitions and discharge planning.
  • Oversee the implementation, monitoring and review of Individual Care Plans (ICPs) and ensure goals are meaningful, measurable and participation-focused.
  • Ensure programme plans, behavioural support strategies and daily routines are implemented consistently.
  • Monitor client attendance, participation, progress and wellbeing, ensuring timely intervention where concerns arise.
  • Lead case discussions and collaborate with Allied Health Professionals, Social Workers, schools and caregivers to support holistic care.
  • Ensure incidents, safeguarding concerns and risk issues are appropriately managed and escalated.

People Leadership & Staff Development

  • Supervise, mentor and coach staff to achieve professional growth and high-quality practice.
  • Conduct regular supervision, performance reviews, coaching sessions and development conversations.
  • Support staff induction, orientation, competency development and on-the-job coaching.
  • Identify staff learning needs and work with Management and HR to develop capability-building plans.
  • Facilitate team meetings, reflective practice sessions and case discussions.
  • Promote staff wellbeing, engagement and a culture of continuous improvement.

Caregiver & Stakeholder Partnership

  • Build positive and collaborative relationships with caregivers through regular communication, case conferences and parent meetings.
  • Support caregivers in understanding their child's Individual Care Plan goals and developmental progress.
  • Liaise with schools, therapists, volunteers, community partners and relevant agencies to ensure coordinated service delivery.
  • Address caregiver concerns, feedback and service recovery promptly and professionally.
  • Support volunteer engagement and community partnership activities that enhance client participation and programme quality.

Governance, Quality & Compliance

  • Ensure compliance with AWWA policies, funding requirements, regulatory standards and service quality frameworks.
  • Monitor service KPIs, attendance, documentation, subsidy processes, billing and operational reports.
  • Ensure timely completion and quality of client documentation, reports and data submissions.
  • Lead internal audits, quality reviews and follow-up actions.
  • Review and update SOPs, workflows and operational guidelines to ensure relevance and consistency.
  • Maintain data integrity, confidentiality and compliance with PDPA requirements.
  • Ensure workplace safety, infection control and emergency preparedness procedures are implemented.

Continuous Improvement & Innovation

  • Promote a culture of continuous improvement through the use of tools on initiatives.
  • Identify operational inefficiencies and implement improvements to enhance service quality and productivity.
  • Participate in service reviews, pilot projects and digitalisation initiatives.
  • Monitor client and caregiver feedback to identify opportunities for service enhancement.
  • Share good practices and contribute to organisational learning across services.

Administration & Resource Management

  • Support budget planning and prudent utilisation of centre resources.
  • Monitor procurement, inventory, equipment maintenance and facilities management.
  • Ensure effective utilisation of programme resources and operational supplies.
  • Prepare timely operational reports and management updates.
  • Support business continuity planning and operational readiness.

Other Responsibilities

  • Perform any other duties as assigned by the Assistant Director, Director or Management.
  • Participate in organisational committees, projects and taskforces as required.

Job Requirements

Minimum Education / Qualifications

  • Degree/ Diploma in Special Education, Social Work, Psychology, Allied Health, Early Childhood, Education or other relevant discipline.
  • Postgraduate qualifications or supervisory training would be an advantage.

Minimum Years of Relevant Experience

  • Minimum 3- 5 years experience working with children or youths with special needs.
  • At least 2 years in a supervisory or team leadership role.
  • Experience managing multidisciplinary teams or centre operations would be an advantage.

Knowledge/Skills

  • Good understanding of autism spectrum disorder, intellectual disability and neurodevelopmental conditions.
  • Knowledge of positive behaviour support, person-centred planning and functional skill development.
  • Familiarity with programme planning, case management and caregiver engagement.
  • Experience in quality assurance, documentation standards and service audits.
  • Good operational planning, organisational and problem-solving skills.
  • Strong written and verbal communication skills.
  • Proficient in Microsoft Office applications and digital documentation systems.
