Job Summary:
We are looking for a proactive and detail-oriented Pre-Sales Consultant with strong experience working on government projects across diversified domains. The role involves supporting business development teams through RFP analysis, proposal preparation, solution design, and client engagement for state and central government opportunities. The candidate should have a strong understanding of public sector procurement processes and multi-sectoral program design.
Key Responsibilities:
- Analyze government RFPs / EOIs / RFQs issued by Central & State departments, PSUs, and autonomous bodies
- Understand project scope, eligibility criteria, technical requirements, and compliance conditions
- Develop technical proposals, presentations, concept notes, and solution frameworks
- Coordinate with internal teams (operations, finance, legal, HR, domain experts) to gather inputs for bids
- Support cost estimation, BOQ understanding, and proposal structuring (technical & commercial)
- Participate in pre-bid meetings, clarifications, and client discussions
- Conduct secondary research on government schemes, policies, and sector benchmarks
- Maintain proposal templates, case studies, credentials, and knowledge repositories
- Support transition from pre-sales to execution teams post-award
- Track bid pipeline and maintain documentation for audits and future references

Required Qualifications & Skills:
- Graduate / Post-graduate (Management, Engineering, Social Sciences, Public Policy preferred)
- 37 years of experience in pre-sales, consulting, or proposal management for government projects
- Strong understanding of government procurement processes
- Excellent proposal writing, documentation, and presentation skills
- Ability to work on multiple bids simultaneously under tight deadlines
- Strong analytical, research, and coordination skills
- Proficiency in MS Word, Excel, PowerPoint (Power BI / MIS exposure is a plus)
- Willingness to work closely with state government stakeholders in Bihar
Preferred Experience:
- Experience working with consulting firms, EPCs, NGOs, CSR organizations, or system integrators
- Exposure to state government departments (Skill, Education, Health, Urban, Rural Development, etc.)
- Prior experience handling Bihar / East India government projects
