Imaging Endpoints is based in Scottsdale, Arizona, with offices in Cambridge, Massachusetts; London, UK; Leiden, Netherlands; Basel, Switzerland; Hyderabad, India and Shanghai, China. Under the direction of Business Development Operations, the Lead Financial Budgets Manager is primarily responsible for proposal, contract and change order budgeting processes within IE and shall coordinate with the Business Development, Operations, Medical & Scientific Affairs, Finance, and Compliance & Regulatory Affairs to prepare, review, and negotiate budgets for proposals, contracts and change orders. This position will interact with clients, vendors, and other stakeholders and collaborate with internal staff across all departments.
BUSINESS DEVELOPMENT OPERATIONS – LEAD FINANCIAL BUDGETS MANAGER
RESPONSIBILITIES
- Perform the responsibilities of the Financial Budgets Lead as needed, plus the following additional responsibilities:
- Draft, review and assist with change orders, and revisions to those documents in accordance with timelines required.
- Perform other duties as assigned by the supervisor.
- Serve as the financial expert within the Business Development Operations team, providing insights on budgeting, cost estimation, and financial feasibility for potential projects.
- Collaborate with cross-functional teams—including project managers, clinical operations, and finance—to develop accurate, scalable, and competitive project budgets for proposals, contracts, and change orders.
- Assist with the development of detailed financial models, pricing strategies, and cost analyses to support business pitches and client negotiations.
- Analyze client requirements, project scope, and resource needs to produce reliable financial estimates aligned with company capabilities.
- Assist in preparing financial sections of proposals, contracts and change orders including cost summaries, pricing tables, and risk assessments.
- Collaborate on contractual financial terms, including payment milestones, change orders, and scope adjustments.
- Support the evaluation of new business opportunities, including feasibility studies and financial risk assessments.
- Ensure all financial data and proposals are compliant with company policies, industry standards, and regulatory requirements.
- Contribute to continuous improvement initiatives in budgeting processes, proposal workflows, and financial documentation.
- Manage the coordination and development of business proposals (request for proposal/request for information: RFP/RFI), contracts, and change orders for prospects and clients.
- Coordinate with the proposal team to optimize proposal design by identifying and clarifying opportunities and needs described in RFPs and associated documentation. Integrate IE experience, key differentiators, and other industry best practices into proposals and presentations.
- Identify and communicate risks associated with proposals, contracts, and change orders.
- Meet proposal deadlines by establishing target dates and identify priorities involved in information gathering, writing, review, and finalization.
- Coordinate with the proposal team to ensure the preparation of quality assumption tables (ATs) and budgets for the proposal and align the AT, deliverables, and budget together within specified timelines to meet the needs of the clients and/or as directed by IE Management team.
- Participate in or lead key internal and external meetings related to proposals, contracts, and change orders as applicable.
- Conduct verbal and/or written follow-up after the submission of proposals as needed and/or as directed by IE Management team. Communicate to the IE team the outcome of the negotiations/proposals focusing on conveying the expectations for each group, i.e., critical timeframes and scope of work.
- Perform other duties as assigned by the supervisor.
EDUCATION AND EXPERIENCE
- 3+ years of experience in the pharmaceutical or regulated industry.
- 2+ years of experience in medical imaging preferred.
- 2+ years in technical writing, proposal development preferred.
- Bachelor's degree in English, Journalism, Marketing, Communications, Business, Computer Science/MIS, Science, Law, or related area.
- Knowledge and understanding of 21CFR Part 11, Good Clinical Practices (ICH E6 GCP), Good Documentation Practices (GDP).
- Imaging Core Lab and/or Contract Research Organization experience (preferred).
SKILLS
- Proficiency in financial modeling, Excel, and proposal management tools.
- Strong analytical, problem-solving, and strategic thinking abilities.
- Excellent communication skills with the ability to convey complex financial concepts to non-financial stakeholders.
- Ability to work independently, prioritize tasks, and meet tight deadlines.
- Ability to understand technical research protocols and successfully lead within the CRO environment.
- Superior attention to detail, particularly in written documentation.
- Knowledge of industry-specific regulations, contractual terms, and compliance standards.
- Highly motivated and able to grasp complex technologies, tools and concepts and learn quickly.
- Ability to work within tight deadlines, under pressure, and in an entrepreneurial environment.
- Maintain strict confidentiality of sensitive data, records, files, conversations, etc.
