Business Analyst (Pension Domain Knowledge)

Key Responsibilities:

• Gather & document business requirements specific to pension administration, legal/regulatory provisions (CCS Pension Rules, 1972) & fund/grant management processes.
• Act as the subject-matter expert on pension domain rules & calculations, translating complex domain regulations into functional specifications for the technical team.
• Map end-to-end workflows for pension sanction (PPO tracking/Bhavishya), grievance redressal (CPENGRAMS), retiree experience (Anubhav) & life-certificate (DLC/Jeevan Pramaan) processes.
• Support design of the unified pensioner identity & Master Data Management approach anchored on the PPO number.
• Define acceptance criteria, validation rules & reporting metrics relevant to pension-sanction SLAs & grievance-resolution timelines.
• Perform User Acceptance Testing (UAT) & other domain-related testing/validation, and support training & change-management for DoPPW officials & field offices.
• Liaise with DoPPW, CPAO, disbursing banks, the Directorate of Estates & pensioner associations to validate domain requirements.

Required Skills and Qualifications:

• Bachelor's/Master's degree in any stream preferably Computer Science, IT, Business Administration, or related field; background in Public Administration, Economics, Finance or Pension Administration is desirable.
• 8+ years of experience in business analysis, of which substantial experience should be in the pension, HR, or Government retirement-benefits domain.
• Strong working knowledge of CCS (Pension) Rules, 1972 & related Central Government pension processes.
• Strong skills in requirement elicitation, business process modelling (BPMN) & functional specification documentation.
• Experience working with large-scale Government digital platforms, and familiarity with accessibility/compliance frameworks (GIGW 3.0, WCAG 2.1, DPDP Act).
• Ability to perform UAT, prepare test scenarios & validate system outputs against pension-domain business rules.
• Excellent communication & stakeholder-engagement skills to work with DoPPW, pensioner associations & the technical team.
• Certifications (desirable): CBAP / CCBA / PMI-PBA or equivalent Business Analysis certification.
