About the Role
We are seeking a Bid Manager (Freelancer) to support advanced AI evaluation initiatives focused on government procurement, tender management, bid compliance, vendor qualification, contract documentation, and public procurement processes.
In this role, you will evaluate AI-generated outputs related to tender analysis, bid preparation, eligibility assessment, procurement documentation, compliance verification, and vendor qualification. Your expertise will help improve AI systems designed for procurement intelligence, bid management, compliance automation, and government contracting.
This position is ideal for professionals with experience in bid management, tendering, government procurement, proposal management, contract administration, or public sector consulting.
Responsibilities
- Create deliverables addressing real-world bid management and government procurement scenarios.
- Annotate and evaluate AI-generated tender analyses, bid responses, compliance reports, and procurement documentation.
- Evaluate tender documents, Request for Proposal (RFP), Request for Quotation (RFQ), Notice Inviting Tender (NIT), and Expression of Interest (EOI) documents.
- Review eligibility clauses, technical specifications, qualification criteria, commercial terms, and contractual requirements.
- Assess AI-generated outputs related to Earnest Money Deposit (EMD), bid security, supporting documentation, declarations, and statutory compliance.
- Review vendor qualification, empanelment requirements, experience criteria, financial eligibility, and documentation completeness.
- Identify missing documents, compliance gaps, eligibility issues, commercial risks, and interpretation errors in AI-generated outputs.
- Provide structured feedback to improve AI performance in procurement, tender evaluation, and bid management workflows.
- Review peer-developed deliverables to maintain quality and consistency standards.
- Contribute domain expertise to improve AI systems focused on procurement intelligence and government contracting.
Requirements
- Bachelor's degree in Business Administration, Commerce, Engineering, Supply Chain Management, Public Administration, Law, or a related field.
- 3+ years of hands-on experience in bid management, tender preparation, government procurement, proposal management, or contract administration.
- Working on the GeM Portal, including bid participation, document submission, and tender management
- Reading and interpreting tender documents, eligibility criteria, technical specifications, and contractual clauses
- Preparing and reviewing technical bids, financial bids, EMD documentation, declarations, affidavits, and supporting documents
- Ensuring compliance with bid submission requirements and procurement guidelines
- Reviewing vendor eligibility, qualification criteria, experience certificates, turnover requirements, and statutory documentation
- Working with state government, central government, PSU, and local government procurement processes
- Familiarity with procurement terminology including RFP, RFQ, NIT, EOI, BOQ, EMD, PBG, and related bidding documents.
- Ability to identify compliance risks, documentation deficiencies, and eligibility gaps.
- Ability to understand and interpret procurement language used by Central Government, State Government, PSUs, Municipal Corporations, and other public authorities.
Preferred Qualifications
- Experience working with government departments, PSUs, EPC companies, infrastructure firms, IT services companies, consulting firms, or procurement organizations.
- Familiarity with Central Vigilance Commission (CVC) procurement guidelines, General Financial Rules (GFR), and GeM procurement policies.
- Experience handling high-value public procurement projects and multi-stage tendering processes.
- Knowledge of contract negotiation, commercial evaluation, and procurement risk management.
- Experience reviewing procurement documentation, bid evaluation reports, and contract award recommendations.
- Familiarity with AI-powered procurement, contract lifecycle management (CLM), or procurement automation tools.
- Professional certifications in procurement, supply chain management, or project management are an advantage.
