About the Company

Quality Council of India (QCI) was established as a National body for Accreditation on the recommendations of the Expert Mission of the European Union after consultations with the Inter-Ministerial Task Force, Committee of Secretaries, and Group of Ministers through a Cabinet decision in 1996.

Accordingly, QCI was set up through a Public-Private Partnership (PPP) model as an independent autonomous organization with the support of the Government of India and Indian Industry represented by three premier industry associations:

• Associated Chambers of Commerce and Industry of India (ASSOCHAM)
• Confederation of Indian Industry (CII)
• Federation of Indian Chambers of Commerce and Industry (FICCI

Responsibilities:

• Review civil project documents, agreements, BOQs (Bill of Quantities), drawings, technical specifications, structural design calculations, and construction methodologies to ensure alignment with project scope, PMU requirements, approved standards, and contractual provisions.
• Interpret and technically vet civil engineering drawings, including architectural drawings, structural drawings, foundation plans, RCC detailing, reinforcement drawings, road layouts, drainage systems, water supply and sewerage layouts, finishing details, and associated civil infrastructure.
• Support and facilitate end-to-end tender processes for civil works, including preparation of technical specifications, BOQs, bid documents, technical scrutiny, bid evaluation support, comparative analysis, risk assessment, and recommendation preparation in compliance with applicable procurement procedures.
• Review estimates, BOQs, and rate analysis with reference to CPWD DSR/SOR, Bihar BCD SOR, approved standards, market rates, and project requirements for civil and associated infrastructure works.
• Conduct regular site inspections, audits, and monitoring visits to verify the quality of civil works, adherence to approved drawings and specifications, workmanship standards, material quality, and compliance with safety and construction requirements.
• Review and monitor execution activities related to earthwork, foundations, RCC works, structural works, masonry, plastering, flooring, roofing, waterproofing, finishing works, roads, drainage systems, water supply, sewerage networks, and associated civil components.
• Assess structural and construction requirements by reviewing design parameters, foundation systems, reinforcement detailing, construction methodologies, material specifications, and execution practices for institutional and infrastructure projects.
• Monitor compliance with CPWD, NBCC, National Building Code (NBC), Bihar Building Construction Department guidelines, IS Codes, and other applicable statutory requirements during execution and inspection stages.
• Identify technical deviations, deficiencies, or construction-related issues during execution; document observations, recommend corrective measures, and coordinate with contractors, consultants, and stakeholders for timely resolution and compliance.
• Coordinate with consultants, contractors, vendors, government authorities, Bihar State agencies, and other stakeholders for approvals, inspections, technical clarifications, drawing submissions, and implementation support.
• Prepare and maintain detailed technical reports, inspection records, compliance documentation, progress reports, tender evaluation notes, and presentations using MS Office tools including Excel, Word, and PowerPoint.
• Maintain proper documentation and records of technical reviews, inspections, approvals, observations, and project coordination activities for accountability and future reference.

Qualification:

• Bachelor's degree in Civil Engineering (B.E./B.Tech) from a recognized university/institution.
