Job Title: Contracts Engineer / Contracts Manager

Job Purpose
To identify, evaluate, negotiate, appoint, and manage contractors for execution of various civil, finishing, MEP, infrastructure, and allied activities in residential and commercial building projects, ensuring competitive pricing, proper contractual terms, timely execution support, contractor performance monitoring, smooth billing coordination, and alignment with project cost, quality, and schedule objectives.
Key Responsibilities
- Identify suitable contractors, agencies, vendors, and specialist execution partners for various project activities.
- Prepare contractor databases and shortlist capable contractors based on experience, financial strength, manpower, machinery, past performance, and execution capability.
- Float enquiries, collect quotations, prepare comparative statements, and support finalization of contractors.
- Negotiate rates, payment terms, contract conditions, scope of work, timelines, penalties, retention, mobilization terms, and other commercial terms.
- Coordinate with Project Managers, planning team, QS/billing team, purchase team, consultants, and management before contractor finalization.
- Ensure contracts clearly define scope, specifications, quality requirements, safety obligations, completion timelines, billing methodology, and contractual responsibilities.
- Assist in preparation and issuance of work orders, LOIs, contract agreements, rate contracts, and amendments.
- Monitor contractor deployment, manpower strength, machinery, productivity, and work progress through Site Project Managers and site teams.
- Review contractor performance against agreed schedules, productivity norms, quality standards, and contractual obligations.
- Support Project Managers in improving contractor performance by identifying bottlenecks, resource gaps, coordination issues, and corrective actions.
- Conduct periodic contractor performance reviews and recommend continuation, improvement action, penalty, replacement, or blacklisting where required.
- Coordinate with site teams for timely certification of contractor bills, measurement records, RA bills, extra items, debit notes, recoveries, and final bills.
- Monitor billing process to ensure accuracy, timely submission, timely certification, and compliance with contract terms.
- Review extra item claims, rate analysis, variation claims, escalation claims, and contractual disputes in coordination with project and billing teams.
- Maintain records of contractor negotiations, approvals, work orders, amendments, correspondence, claims, and performance reports.
- Ensure contractors comply with safety, statutory, labour, quality, and site discipline requirements.
- Support project cost control by negotiating better rates, reducing claims, avoiding duplication of scope, and improving contractor productivity.
- Coordinate with accounts and finance teams for payment tracking, retention, advances, deductions, TDS/GST compliance, and reconciliation.
- Prepare MIS reports on contractor status, pending work orders, rate comparisons, billing status, contractor performance, and cost impact.
- Assist senior management in strategic contractor development, vendor evaluation, and long-term rate finalization.
Qualification
- B.E. / B.Tech in Civil Engineering
- Additional qualification in Construction Management / Contracts Management / Quantity Surveying preferred
Experience
- 8 to 15 years of experience in real estate / building construction projects
- Experience in managing contracts with reputed residential and commercial real estate developers preferred
- Experience in contractor finalization, rate negotiation, contract administration, billing coordination, and contractor performance monitoring
Required Skills
- Strong knowledge of residential and commercial building construction activities
- Good understanding of civil, finishing, MEP, infrastructure, and allied work packages
- Contractor identification, evaluation, negotiation, and finalization skills
- Sound knowledge of work orders, contract terms, scope definition, and billing conditions
- Ability to prepare rate comparisons, cost analysis, and negotiation summaries
- Good understanding of RA bills, measurements, extra items, debit notes, and final bills
- Contractor performance monitoring and coordination ability
- Strong communication and negotiation skills
- Problem-solving ability with practical site understanding
- Ability to coordinate effectively with Project Managers, site teams, billing teams, and management
- Knowledge of quality, safety, statutory, and compliance requirements at project sites
- Good documentation, MIS, and reporting skills

Qualifications
Qualifications:
- Bachelor's degree in Civil Engineering (B.E./B.Tech) or Construction Management
- Diploma in Civil Engineering (with relevant experience can also be considered)
Experience:
- 8-15 years of experience in contracts management within the real estate / construction industry
- Experience in handling contractor agreements, tendering, and billing processes
