This role sits in NTUC's Industrial Relations & Analysis Department. We are looking for a hands-on Assistant Director who enjoys turning data, research and ground sensing into clear, practical insights that help NTUC and our unions better support workers in Singapore.
- Work directly with data, reports, surveys, open-source information and stakeholder feedback to identify labour market patterns, risks and opportunities.
- Translate findings into concise recommendations, dashboards, reports and presentations that support policy, industrial relations and operational decisions.
- Partner closely with internal teams, unions and tripartite stakeholders to validate issues on the ground and develop practical responses that advance workers interests.
Responsibilities
- Lead and conduct hands-on research into labour, workplace and industrial relations issues, including scoping research questions, collecting data, analysing trends and drawing actionable conclusions.
- Clean, organise and analyse datasets using tools such as Excel, PowerBI, R and/or Python, and maintain reliable data sources for recurring analysis and reporting.
- Monitor labour market developments, industrial relations statistics, workforce sentiments and open-source information to spot emerging issues early.
- Develop clear reports, briefs, slides and dashboards that explain complex findings simply and support decision-making by management, business units and front-line officers.
- Engage unions, internal departments and external stakeholders to gather inputs, validate findings and turn research insights into practical options for action.
- Improve research workflows, data collection processes and reporting templates so that the team can deliver faster, sharper and more consistent analysis.
- Support the review and operationalisation of labour legislation, guidelines, advisories and standards, including by preparing analysis, surfacing ground issues, supporting Industrial Relations Officer training, briefing union leaders and branch officials on the implications for workers, and translating findings into practical recommendations.
Requirements
- At least 5 years of relevant experience in research, policy, data analysis, industrial relations, human resources, labour economics or a related field.
- Comfortable working hands-on with data, including cleaning datasets, building simple models or dashboards, analysing trends and explaining the implications clearly.
- Strong writing and presentation skills, with the ability to turn complex information into clear reports, briefs and slides for different audiences.
- Good judgement, curiosity and attention to detail, with a strong interest in labour issues, current affairs and the future of work.
- Confident in engaging stakeholders across unions, internal teams and external organisations to gather information, test assumptions and move work forward.
- Comfortable using digital tools, AI-enabled tools and data platforms to organise information, analyse trends and improve work processes. Experience with data visualisation or analytics tools would be an advantage, but curiosity, judgement and willingness to learn are more important.
- Self-motivated, practical and comfortable operating in ambiguity, with the ability to prioritise, follow through and deliver usable outputs.
