ABOUT THE TEAM

The Strategy and Policy Division (SPD) of the Quality Council of India (QCI) is a team of young professionals working to augment the capacity of government bodies in policy making and to formulate high-level strategies for projects that address national priorities. We function as a high-impact consulting group within QCI: a fast-paced, mission-driven unit whose work sits at the intersection of policy, research and project management.

Our work spans strategic transformation of service lines across QCI's boards and divisions, conceptualisation and launch of new projects and proposals aligned to national priorities, strategic research and advisory on current and emerging policies, quality assurance, and technology-led transformations, and comprehensive research and assessment studies for central and state government bodies.

ROLE SUMMARY

As an Analyst at SPD, your role is to turn raw field and secondary data into sharp, decision-ready insight and help drive organisational and service-delivery transformation across government agencies. The role is a blend of a policy and market researcher, a data analyst, and a project management professional: you design instruments, run the numbers, engage stakeholders, and draft the findings and recommendations that shape live government engagements.

KEY RESPONSIBILITIES

The role carries clearly defined ownership across the following areas, applied to the engagements to which you are assigned:

• Research & Synthesis: Conduct rapid primary and secondary research across sectors and service verticals, and synthesise complex information into concise, actionable briefs, notes and executive summaries.
• Instrument Design & Field Research: Design and pilot survey questionnaires, discussion guides and screeners; conduct interviews, IDIs and surveys with citizens, businesses, MSMEs and government officials; and map customer and service journeys where required.
• Data Analysis & Visualisation: Collect, clean and analyse qualitative and quantitative data using tools such as MS Excel, STATA, R, Python and Power BI; apply techniques such as segmentation, scoring and benchmarking; and create clear infographics that visualise insights.
• Diagnostic & Organisational Assessment: Analyse existing administrative workflows, HR processes and organisational structures to identify inefficiencies, redundancies and reform opportunities, and support the development of transformation strategies and roadmaps.
• Stakeholder Engagement: Engage regularly with client teams and external stakeholders for data collection and coordination, ensuring timely information exchange, and synthesise the findings into structured outputs.
• Change Management: Support the execution of change management and communication plans for transformation initiatives, including building communication materials, conducting workshops and resolving queries.
• Project Execution & Client Communication: Track deliverables, document minutes of meetings, and monitor work plans and trackers to ensure smooth, timely execution.
• Report Writing & Deck Preparation: Draft and structure key sections of reports, scorecards and policy notes, and build high-quality, data-driven presentations for senior audiences.

Rapidly identify, read and understand dense technical material (government reports, research papers, market and policy studies) and distil it into concise, actionable briefs, notes and executive summaries.

ELIGIBILITY CRITERIA & REQUIREMENTS

• Education: Bachelor's degree in Economics, Statistics, Public Policy, Business, Political Science, Engineering, Technology, or a related field from a recognised institution is required. A Master's degree is a strong advantage.
• Experience: 1 to 3 years of professional experience in public-sector consulting, government advisory, market research, project management, or organisational and digital transformation initiatives. Post-graduates with a recent Master's degree are encouraged to apply.
• Preferred: prior experience working with government agencies, or an in-depth understanding of public-sector processes, large-scale survey methods, capacity-building frameworks and digital transformation.
• Location: Based at a QCI office or client Project Management Unit, with occasional pan-India travel for fieldwork and stakeholder engagement. Specific location will be confirmed at the time of offer, based on active engagement needs.
