Job Description

The Quantity Surveyor (M&E) is responsible for managing all aspects of Quantity Take-off, BOQ Preparation, cost planning, estimation, tendering, and contract administration related to mechanical and electrical works. The role ensures that projects are delivered within budget while maintaining quality and compliance with contractual and regulatory requirements.

Responsibilities

Cost Management & Estimation

Prepare detailed cost estimates and budgets for M&E systems (HVAC, plumbing, fire protection, electrical systems, ELV, etc.).
Conduct quantity take-offs from drawings and specifications.
Review and validate contractor/subcontractor Claims/quotations.
Provide cost advice and value engineering options to optimize project costs.

Tendering & Procurement

Prepare tender documentation including BOQs, specifications, and scopes of work.
Evaluate bids and perform commercial analysis of tenders.
Negotiate contracts and finalize procurement of M&E packages.
Support contractor selection and appointment processes.

Contract Administration

Manage contracts in accordance with project requirements (FIDIC/NEC or other forms).
Review and certify interim/RA Bill payment applications.
Track variations, claims, and change orders.
Ensure proper documentation and contractual compliance.

Project Cost Control

Monitor project costs and cash flow against approved budgets.
Prepare cost reports and forecasts for project stakeholders.
Identify cost risks and implement mitigation strategies.
Support project teams with financial insights and recommendations.

Measurement & Valuation

Measure and value completed works on-site.
Assess subcontractor invoices and final accounts.
Prepare and agree final accounts with contractors and clients.

Coordination & Stakeholder Management

Liaise with project managers, engineers, consultants, and contractors.
Participate in project meetings and provide commercial updates.
Ensure alignment between design, procurement, and construction phases.

Qualifications

Bachelor's degree in quantity surveying, Mechanical/Electrical Engineering, or related field.
Typically, 5–12 years of experience in M&E quantity surveying.
Experience in building services projects (commercial, residential, industrial, or infrastructure).
Familiarity with international standards (e.g., FIDIC contracts) is preferred.

Key Skills

Strong knowledge of MEP systems and construction practices
Proficiency in cost estimation tools (AutoCAD/Cost-X) and MS Excel
Experience with BOQ preparation and cost planning
Strong analytical and negotiation skills
Good understanding of contract law and commercial management
Excellent communication and stakeholder management skills

Preferred Skills

Experience with BIM-based quantity take-offs
Membership in professional bodies (RICS, AIQS, or equivalent) is an advantage
Exposure to international or large-scale projects

Key Performance Indicators (KPIs)

Accuracy of cost estimates and forecasts
Effective cost control and budget adherence
Timely certification and contract administration
Successful closure of variations and final accounts

BGV:
