About the Role

We are looking for an experienced Railway Civil Pre-Tendering professional with a strong background in Railway and Metro Civil EPC projects. The ideal candidate must currently be handling end-to-end pre-tendering activities, including tender analysis, BOQ preparation, quantity estimation, cost estimation, rate analysis, technical & commercial bid preparation, and tender submission for Railway Civil infrastructure projects.

Key Responsibilities

• Handle complete pre-tendering activities for Railway & Metro Civil EPC projects.

• Review tender documents, drawings, specifications, BOQs and contract conditions.

• Prepare BOQs, quantity take-offs, detailed cost estimates and rate analysis.

• Prepare technical and commercial bid proposals for Railway Civil EPC projects.

• Coordinate with design consultants, planning teams, procurement teams, vendors and subcontractors during bid preparation.

• Collect and evaluate vendor quotations and prepare comparative statements.

• Develop competitive bid pricing and recommend bid strategies.

• Prepare bid documentation, compliance statements and tender submissions.

• Participate in pre-bid meetings and address client clarifications.

• Prepare risk analysis, value engineering proposals and cost optimization strategies.

• Maintain estimation databases, cost records and tender documentation.

• Support post-award activities whenever required.

Must-have Qualifications

Bachelor's degree in Civil Engineering (B.E. or B.Tech).

Current hands-on experience in Railway Civil Pre-Tendering, Tendering, Estimation & Costing.

Current hands-on experience in BOQ preparation, quantity estimation, cost estimation and rate analysis for Railway or Metro Civil EPC projects.

Current experience preparing technical and commercial bids for Railway Civil EPC tenders.

Must currently be working in the Railway or Metro Civil Business Unit of an EPC or Infrastructure company.

Current experience in Railway Civil infrastructure projects involving Bridges, Viaducts, Tunnels, Underground Metro, Elevated Metro, Station Buildings, Track Infrastructure or Composite Civil Works.

Must be located within commutable distance to Dwarka, Delhi, India or be willing to relocate before joining.

Preferred Qualifications

10–20 years of experience in Railway Civil EPC Tendering, Pre-Tendering, Estimation & Costing.

Experience handling end-to-end Railway Civil EPC tenders from tender review to final bid submission.

Strong experience in BOQ preparation, quantity take-offs, quantity estimation, cost estimation, rate analysis and bid pricing.

Experience preparing technical and commercial bid proposals for Railway Civil infrastructure projects.

Experience coordinating with design consultants, vendors, subcontractors and cross-functional engineering teams during bid preparation.

Strong knowledge of DSR, CPWD, SOR, FIDIC, EPC contracts, quantity surveying and commercial evaluation.

Experience handling large-value Railway Civil EPC tenders for clients such as Indian Railways, RVNL, DFCCIL, NHSRCL, DMRC, CMRL, BMRCL, UPMRC, MMRDA or similar organizations.

Experience working with leading Railway Civil EPC companies such as Afcons, L&T Construction (Transportation Infrastructure), Tata Projects, HCC, KEC International, IRCON, GR Infraprojects, NCC, Dilip Buildcon or similar organizations will be preferred.

M.Tech in Civil Engineering will be an added advantage.
