Deputy General Manager – Railway Civil EPC Pre-Tendering, Estimation & Costing

Location: New Delhi

Experience: 10–20 Years

We are looking for an experienced Railway Civil EPC Pre-Tendering professional to lead end-to-end tendering activities for large Railway and Metro infrastructure projects. The ideal candidate must have strong hands-on experience in Railway Civil EPC pre-tendering, estimation, costing, BOQ preparation, technical and commercial bid preparation, and bid submission.

Key Responsibilities

• Lead end-to-end pre-tendering activities for Railway Civil EPC projects from tender identification to final bid submission.

• Review tender notices, RFPs, drawings, BOQs, technical specifications, EPC contracts and eligibility criteria.

• Prepare and verify BOQs, quantity estimations and detailed cost estimates for Railway Civil projects.

• Perform rate analysis using SOR, DSR, CPWD and market rates.

• Prepare technical bids and commercial bids for Railway Civil EPC tenders.

• Develop bid pricing, commercial strategies and tender risk assessments.

• Coordinate with design, planning, procurement, finance and execution teams during bid preparation.

• Obtain vendor quotations, prepare comparative statements and finalize vendor pricing.

• Participate in pre-bid meetings and prepare technical and commercial clarifications.

• Coordinate with consultants, clients, subcontractors and vendors throughout the tendering process.

• Review engineering drawings including GADs, L-Sections, Cross Sections and Yard Plans for quantity estimation.

• Ensure timely submission of competitive and compliant bids.

Mandatory Requirements

• B.E. / B.Tech in Civil Engineering.

• 10–20 years of overall experience.

• Minimum 8–10 years of hands-on experience in Railway Civil EPC Pre-Tendering.

• Current experience in Railway or Metro Civil EPC Pre-Tendering is mandatory.

• Strong hands-on experience in:

 - Commercial Bid Preparation

 - Bid Pricing

 - Tender Submission

 - Vendor Coordination

 - Pre-Bid Meetings

• Experience handling Railway Civil EPC projects involving Earthwork, Blanketing, Major & Minor Bridges, ROBs, RUBs, Viaducts, Tunnels, Station Buildings, P-Way, Retaining Walls, Drains, FOBs and OHE Civil Works.

• Strong knowledge of SOR, DSR, CPWD, FIDIC and EPC contract frameworks.

• Must be willing to work from New Delhi.

Preferred Qualifications

• Experience working with leading Railway EPC companies such as L&T, Afcons, Tata Projects, KEC International, Kalpataru Projects, G R Infraprojects, NCC, ITD Cementation, HG Infra, Dilip Buildcon or similar organizations.

• Experience executing Railway/Metro projects for RVNL, DFCCIL, NCRTC, DMRC, Indian Railways or Metro Rail Corporations.

• Experience leading large-value Railway Civil EPC bids independently.

• M.Tech in Civil Engineering will be an added advantage.
