Technical Program Manager (5+ Years Experience)
Role Overview
We are looking for a Technical Program Manager to lead the planning, execution, coordination, and delivery of software engineering programs across the organization.
This role is responsible for building predictable engineering execution by establishing structured planning, delivery processes, project governance, release management, risk management, and cross-functional coordination. You will work closely with Product Management, Engineering, Design, QA, DevOps, and Leadership to ensure projects are delivered on schedule, within scope, and at a consistently high quality.
The ideal candidate has experience managing complex software development programs, understands modern software engineering practices, and has successfully built delivery processes in fast-paced product or technology organizations.
Responsibilities
Program Planning and Execution
- Own end-to-end planning and execution of multiple concurrent engineering programs
- Define project scope, objectives, milestones, timelines, deliverables, dependencies, and success criteria
- Develop detailed project plans, execution roadmaps, release plans, and implementation schedules
- Drive project execution from initiation through production release
- Track progress against commitments and ensure delivery milestones are consistently met
- Identify execution risks early and implement mitigation plans before they impact delivery
- Balance scope, timelines, quality, engineering capacity, and business priorities
- Ensure projects maintain predictable execution throughout the software development lifecycle
Engineering Delivery
- Build and continuously improve engineering delivery processes and operational workflows
- Establish standardized planning, estimation, sprint management, release planning, and execution practices
- Improve delivery predictability through structured tracking and reporting
- Monitor engineering capacity, resource allocation, team utilization, and project health
- Coordinate releases across multiple engineering teams
- Ensure dependencies are identified, tracked, and resolved proactively
- Drive execution discipline without creating unnecessary process overhead
Cross-Functional Coordination
- Partner with Product Managers to convert business requirements into executable engineering plans
- Work closely with Engineering Managers and Technical Leads to prioritize work and resolve execution challenges
- Coordinate activities across Engineering, Product, QA, Design, DevOps, Security, Operations, and Leadership
- Facilitate sprint planning, backlog refinement, technical planning sessions, program reviews, release reviews, retrospectives, and executive status meetings
- Ensure timely communication of progress, risks, dependencies, blockers, and delivery status to all stakeholders
Project Governance
- Establish project governance standards across engineering programs
- Maintain project documentation including project plans, risk registers, dependency trackers, decision logs, meeting notes, and status reports
- Track action items and ensure timely follow-up
- Drive accountability for project commitments across teams
- Ensure changes in scope, priorities, or timelines are documented and communicated appropriately
- Maintain visibility into program health through structured reporting
Required Qualifications
- Bachelor's or Master's degree in Computer Science, Engineering, Information Technology, or a related discipline
- 5+ years of total professional experience, including at least 2–3 years as a Software Engineer or Software Developer, followed by at least 2–3 years in Technical Program Management, Project Management, Engineering Program Management, or Delivery Management
- Experience managing medium to large-scale software development programs
- Strong understanding of software development lifecycles, engineering workflows, and product development processes
- Experience working closely with software engineering teams building production systems
- Strong knowledge of Agile, Scrum, Kanban, and iterative software delivery methodologies
- Experience managing multiple concurrent projects with competing priorities
- Excellent project planning, execution, scheduling, estimation, and stakeholder management skills
- Strong analytical, organizational, problem-solving, and decision-making abilities
- Excellent written and verbal communication skills
- Ability to influence cross-functional teams without direct reporting authority
Preferred Qualifications
- Previous software engineering or technical background
- Experience in SaaS, Enterprise Software, AI/ML, Cloud, or Platform Engineering organizations
- Experience establishing engineering processes in startup or high-growth environments
- Familiarity with CI/CD pipelines, DevOps practices, cloud infrastructure, APIs, distributed systems, and release management
- Experience working with globally distributed engineering teams
- PMP, Scrum Master, Agile, or equivalent certifications are desirable but not required
