Purpose of Role
To manage day-to-day delivery of manned security services across assigned sites, ensuring full compliance with the Service Specification, Service Levels/KPIs, and all contractual, safety, and regulatory obligations under the Agreement.
Key Responsibilities
Deployment & Staffing
- Ensure 100% of scheduled security posts are filled daily across all sites.
- Arrange guard replacement within the contracted 3-hour window following any absence notification.
- Maintain a pool of vetted relief staff who have cleared Bank screening requirements in advance.
Service Level & KPI Management
- Own performance against the SLA/KPI framework in Schedule 3, including deployment fulfilment, guard punctuality ( 99%), incident response time ( 10 mins), complaint resolution ( 24 hrs), and reporting compliance (100% on time).
- Monitor and manage fee at risk categories monthly escalate any KPI trending below 90% threshold before it becomes a material breach risk.
- Ensure zero violations on Critical KPIs (statutory wage/CPF compliance, ethical employment practices, licensing/staffing regulatory requirements) - any breach here is treated as a material breach of the Agreement.
Personnel Oversight
- Ensure all deployed guards are properly licensed, trained, and hold required certifications including annual refresher and pre-deployment site-specific training.
- Ensure guards are properly uniformed and equipped (radios, safety gear, PPE) at all times.
Site Security Administration
- Maintain and keep current the Site Security Plan for each location (post structure, SOPs, call trees, relief arrangements, training plans).
- Ensure occurrence books/post logs are completed for every shift with proper handover.
- Manage key holding, alarm response, and access control per best-practice standards, including monthly key/pass audits.
Incident & Compliance Management
- Ensure all incidents are responded to, reported, and escalated per agreed timelines and Bank tools/formats.
- Conduct root cause analysis and track closure of incidents and non-conformances.
- Support audits initiated and cooperate fully, including providing access to accounts, records, and premises.
Reporting & Governance
- Prepare and submit Management Information reports (minimum monthly/quarterly) covering deployment, incidents, training, and compliance status within 5 working days of period end.
- Participate in Monthly Operational Reviews and Quarterly Contract Reviews with stakeholders.
- Maintain complete, accurate books and records (payroll, training, licensing) available for inspection per audit rights
Safety
- Ensure compliance with all safety requirements (safety equipment, first-aid provision, accident prevention, safety belts/PPE where applicable).
- Ensure guards act only within authorized scope while on premises and comply with all site Directions and Policies.
Requirements
Experience & Qualifications
- Minimum 5-8 years experience in security operations management, ideally within corporate/financial services or security environments.
- Prior experience managing multi-site guarding contracts with formal SLA/KPI frameworks.
- Familiarity with banking-sector security requirements (screening, vetting standards such as Fieldglass) is a strong advantage.
Skills & Attributes
- Strong roster planning and workforce management capability.
- Working knowledge of Singapore employment law as it relates to security personnel (CPF, work injury compensation, licensing).
- Confident stakeholder management.
- Data-literate: able to produce and interpret MI reports, KPI dashboards, and incident logs.
- Crisis-ready: capable of coordinating incident response and escalation under time pressure.
