Technical Project Manager for AGILE Software Product Development

NEOGOV, an HRIS Product company based in Los Angeles is the market and technology leader in human resources software for the public sector.

We are seeking an experienced Senior Project Manager (PMO) from India to lead program and project management across 45 core products.

Role Overview

This role will be the central driver of planning, execution, and reporting across multiple product initiatives. Unlike traditional delivery teams, no developers or QAs will report directly into this role. Instead, the Senior PM will serve as the single point of accountability for project management activities across the assigned product areas.

This role requires someone highly skilled in PMO practices, tools, and methodologies, with experience working in scaled agile environments (SAFE-lite) and ideally with Release Train Engineer (RTE) responsibilities. In the future, this position may grow to oversee junior PMOs.

Responsibilities

Strategic & Tactical Planning

Lead yearly, quarterly, and sprint planning sessions across multiple product lines.

Monitor the product initiatives across multiple engineering teams. Ensure alignment with business priorities and identify areas for improvement.

Drive roadmapping, execution planning, and alignment with product, engineering, QA, and leadership stakeholders.

Coordinate release cycles and milestone deliveries to ensure readiness and quality.

Execution & Delivery

Proactively escalate blockers, risks, or resource needs; drive timely solutions and communicate effectively with leadership.

Remove hurdles and facilitate quick issue resolution across teams and functions.

Develop and manage detailed project and sprint plans, schedules, and execution timelines.

Analyze operational and program data to generate actionable insights, share learnings, and recommend improvements for continuous optimization.

Governance & Reporting

Develop, standardize, and maintain process documentation, governance frameworks, and best practices.

Track progress, KPIs, and status updates; deliver concise, targeted communication to leadership and stakeholders.

Leverage JIRA, eazyBI, and other reporting tools to provide visibility, tracking, and data-driven insights.

Cross-Functional Leadership

Influence without authority, building strong relationships across product, engineering, QA, design, and business teams.

Manage cross-functional dependencies, risks, and changes by optimizing scope, schedule, and resources.

Partner with leadership to continuously optimize processes and delivery models.

AI & Innovation in PMO

Apply AI-powered tools and methodologies to enhance planning, reporting, and decision-making.

Hands-on experience with OpenAI GPT or similar technologies is a strong plus, particularly for generating PMO reports, automating documentation, or analyzing delivery metrics.

Qualifications

7+yrs of project management experience in SaaS or enterprise software envs.

Proven success managing multiple complex product initiatives simultaneously.

Strong experience in scaled agile frameworks (SAFe or SAFe-lite)

RTE background is a strong plus.

Expert in JIRA, eazyBI, and related PMO tools.

Demonstrated ability to create, track, and report on KPIs and operational metrics.

Excellent communication, facilitation, and stakeholder management skills.

Strong organizational skills with ability to handle competing priorities.

Familiarity with AI tools and practices in project management is highly desirable.

PMP, PMI-ACP, or SAFe certification preferred.
