Purpose of the Role
The Manager - SLNG 2nd Terminal FSRU Commercial Contract Management is responsible for leading the end-to-end commercial management of the Time Charter Party (TCP) between Singapore LNG Corporation (SLNG) and Mitsui O.S.K. Lines (MOL) for the Second LNG Terminal Floating Storage and Regasification Unit (FSRU).
The role ensures the successful operationalisation of the TCP prior to FSRU delivery and provides ongoing commercial leadership throughout the charter period. The incumbent will lead the development of robust commercial governance frameworks, oversee contractual performance, manage commercial risks, and foster strategic partnerships to support the safe, reliable and commercially efficient operation of Singapore's integrated LNG import infrastructures.
As SLNG's primary commercial interface with MOL, the role leads cross-functional alignment on relevant workstreams with internal stakeholders, including Operations, Marine, Engineering, HSSE, Legal, Finance, Throughput Scheduling, Portfolio Management and Analytics, as well as external agencies such as the Energy Market Authority of Singapore (EMA) and other relevant government bodies to ensure successful delivery and commercial operations of Singapore's Second LNG Terminal.
Key Responsibilities - Pre-Delivery of FSRU
1. Lead and develop the Commercial Contract Management team responsible for establishing and governing the commercial administration framework for the Time Charter Party throughout its lifecycle.
. Ensure commercial readiness prior to FSRU delivery and commencement of operations.
. Lead implementation of relevant commercial aspects of the TCP following contract execution.
. Translate TCP contractual obligations into operational business processes, governance procedures and internal controls for the FSRU throughout its chartering period.
. Establish and manage charter administration procedures covering:
+ Charter hire administration, Off-hire management, Performance monitoring, Contractual notices, Change management, Claims administration, Commercial reporting and Document control.
. Develop commercial Standard Operating Procedures (SOPs) supporting charter management.
. Develop communications and interfacing procedures for the integrated commercial operations of the FSRU and existing land-based terminal (S1T)
. Support Throughput analytics team to develop the optimisation efforts between S1T and FSRU, and provide guidance on FSRU operational considerations.
2. Coordinate and Oversee Development of Commercial Interface with MOL
. Act as SLNG's commercial focal point for all TCP matters. Build and maintain a collaborative long-term partnership with MOL. Coordinate contractual implementation activities between both organisations.
. Lead commercial activities relating to mobilisation, commissioning and acceptance testing, and commencement of charter. Ensure alignment between project schedules and contractual milestones.
. Manage contractual communications and notices. Coordinate periodic management meetings and commercial governance forums with key stakeholders.
Key Responsibilities - Post-Delivery of FSRU
1. Support Reliable Terminal Operations
Drive cross-functional alignment with Terminal Operations and Marine teams to ensure:
. FSRU availability Safe regasification operations Efficient LNG storage management Optimise send-out capability Effective planned maintenance activities and accurate determination of Annual Delivery Plans Minimal operational interruptions Robust business continuity planning.
Ensure commercial implications arising from operational events are appropriately managed under the TCP.
2. LNG Scheduling & Throughput Portfolio Optimisation Coordination
Lead and oversee SLNG Throughput Commercial teams to:
. Ensure reliable regasification services Ensure commercial obligations align with terminal operating requirements Assess contractual impacts arising from changes in cargo schedules or terminal utilisation Coordinate commercial support for planned outages and maintenance windows Minimise commercial exposure arising from operational disruptions Co-optimise integrated commercial operations of FSRU and S1T.
3. FSRU Performance Monitoring and Management
Develop and operationalise a comprehensive performance management framework covering:
. Vessel availability Regasification availability Reliability metrics Operational KPIs Service level compliance Charter performance Contractual obligations Regulatory compliance Continuous improvement initiatives.
Lead regular performance review meetings with MOL and internal stakeholders.
4. Financial & Commercial Management
Lead the development and implementation of a comprehensive financial and commercial management framework in collaboration with Finance and Risk teams:
. Oversee charter hire administration, including invoice certification, off-hire validation and contractual adjustments Lead annual budget planning, expenditure forecasting and long-term financial projections relating to the TCP Monitor commercial risks, financial exposure and cost performance Support negotiations relating to contractual amendments and commercial settlements.
5. Claim & Risk Management
Drive cross-functional alignment with SLNG Legal, Finance and Risk teams to develop and operationalise a comprehensive TCP claim and risk management framework covering:
. Commercial management of contractual claims Coordinate investigations into charter-related disputes Negotiate commercial settlements where appropriate Maintain comprehensive contractual records Develop mitigation strategies for contractual and commercial risks Support dispute avoidance through proactive stakeholder engagement.
6. Governance & Regulatory Compliance
Coordinate and oversee SLNG Legal and Risk teams to develop and operationalise a comprehensive governance and regulatory management framework to:
. Ensure compliance with the TCP Ensure contractual obligations are fulfilled within agreed timelines Maintain contract governance processes Support internal and external audits Ensure compliance with SLNG policies and applicable maritime regulations and ensure regulatory compliance with EMA, MOM, MPA and other relevant parties.
7. Continuous Improvement
Drive cross-functional alignment with relevant teams in SLNG to:
. Identify opportunities to improve charter administration processes Benchmark industry best practices in LNG shipping and FSRU operations Recommend contractual and operational improvements Support future terminal expansion and optimisation initiatives.
8. Relationship Management
. Front and maintain effective commercial relationship with MOL Conduct regular performance review meetings Lead commercial discussions relating to operational issues Support continuous improvement initiatives.
9. Management Reporting
. Prepare management reports covering:
+ Charter performance Commercial risks Contract compliance Budget performance KPI achievement Claims status.

Pre FSRU Delivery:
. Successful commercial operationalisation of the TCP.
. Track and close out post-execution TCP matters, including any variation orders or TCP provisions.
. Commercial readiness for commencement of charter.
. Establish governance and administration framework.
. Complete commercial procedures and SOPs.
. Fully implement contract management system.
Post FSRU Delivery:
. Effective commercial administration of the TCP, consistent with the co-optimisation of integrated operations of FSRU and S1T.
. Accurate charter payment administration.
. Timely management of contractual claims and notices.
. Achievement of contractual performance objectives.
. Strong commercial relationship with MOL.
Stakeholder Management
. Incumbent is expected to lead and drive cross-functional alignments of relevant deliverables with SLNG internal and external stakeholders:
+ EMA/MTI, S2T Project Development Team, Marine Operations, Terminal Operations, Legal, Finance, MOL commercial and operational teams.
Qualifications
. Bachelor's degree in Engineering, Maritime Studies, Business, Law, Supply Chain or a related discipline.
. A postgraduate qualification (MBA, Master's degree or equivalent) will be advantageous.
. Professional certifications in commercial contract management, maritime law or project management are desirable.
Experience
. Minimum 8 years relevant experience in LNG, shipping, offshore or maritime commercial operations.
. Demonstrated experience managing Time Charter Parties or long-term maritime service agreements.
. Experience with FSRUs, LNG carriers, LNG terminals or offshore energy projects is highly desirable.
. Experience in project development and operational readiness activities is an advantage.
. Experience managing commercial interfaces with shipowners and operators.
