Job Description

Our client is a fast-growing global technology company with Singapore serving as the Global Headquarters for all overseas group businesses, with clear and aggressive global expansion plans in the pipeline.

We are recruiting a strategic, hands-on Senior HR Manager to own end-to-end HR delivery for the global HQ workforce and anchor our long-term group people strategy. This is an exciting opportunity for an HR leader who enjoys operating in a dynamic, high growth environment and is looking to make a strategic impact. The role offers strong visibility with senior leadership, regional exposure, and a clear career pathway towards an HR Director position.

This role acts as the critical bridge between Singapore global business leadership and corporate HR Centers of Excellence (CoEs) at Group Headquarters including Talent Acquisition, Total Rewards, Learning & OD, HR Operations & Equity Compensation.

Key mandates of this role include:

  • align local Singapore HR execution with unified global standards, roll out group-wide people programs, and adapt global frameworks to comply with Singapore local employment statutes.
  • partner closely with business leaders to design scalable HR strategies that underpin the Group's overseas expansion roadmap, deliver full employee lifecycle HR services, drive high-impact people initiatives, and uphold rigorous compliance with Singapore employment regulations and global HR best practices.

Main Responsibilities:

  • Strategic HRBP & Global Expansion Enablement - Partner with Singapore global business leadership to deliver forward-looking workforce planning, scalable talent pipeline building, succession planning and organizational development, fully supporting the Group's medium-to-long-term overseas expansion strategy out of Singapore Global HQ.
  • Provide integrated strategic and operational HR counsel to line managers covering employee relations, performance management, disciplinary matters, Singapore employment legislation and group global HR policies.
  • Coach people leaders on performance calibration, employee engagement, leadership capability building and change management for growing global teams.
  • Lead employee engagement, organizational transformation and culture initiatives that amplify the Singapore HQ employee experience and accelerate global business performance.
  • Analyze end-to-end workforce metrics and HR trend data, generate actionable insights and strategic recommendations to inform global expansion and business decision-making.
  • Establish trusted advisory relationships with cross-level stakeholders across the Singapore global headquarters, serving as the primary people partner for all overseas business functions.
  • Cross-Functional Alignment with Group HR CoEs (Core Mandate)
  • Serve as the dedicated Singapore liaison for all Group HR CoE teams, building regular, structured collaboration mechanisms with corporate Talent Acquisition, Total Rewards, L&D, Equity & Global Mobility CoEs.
  • Coordinate the local rollout of all group standardized HR frameworks, global compensation & equity plans, corporate learning systems and group-wide talent programs; feed Singapore market feedback, compliance risks and business needs back to respective CoEs to drive framework iteration and localization.
  • Jointly lead cross-regional HR projects with Group CoEs (global mobility, annual salary review, equity RSU administration, leadership development, audit coordination) to ensure consistent implementation between Group HQ and Singapore Global HQ.
  • Escalate cross-border HR risks, policy gaps and operational bottlenecks to relevant CoE leads and align on unified resolution plans.
  • Full Lifecycle HR Operations & Local Statutory Compliance· Oversee day-to-day end-to-end HR operations covering recruitment, global talent onboarding, internal transfers, cross-border mobility and offboarding for Singapore HQ staff.
  • Scope of HR Operations (recruitment, payroll, HRIS, work pass administration) will be dynamically adjusted in line with Group organizational restructuring and global expansion requirements.
  • Own HR administration, employee master data and HRIS governance, guaranteeing full data accuracy, security and confidentiality for global workforce records.
  • Manage end-to-end payroll, leave administration, employee benefits and related operational workflows as required.
  • Lead full-cycle Employment Pass, S Pass and Work Permit applications, renewals, cancellations and MOM compliance filings for global assignees and local hires.
  • Maintain full compliance with Singapore's Employment Act, CPF regulations, MOM immigration requirements, PDPA and all other local statutory obligations, while aligning with Group global compliance standards.
  • Review, refine and streamline local HR policies, SOPs and workflows to boost operational efficiency, support scaling for business expansion and elevate employee experience.
  • Compile regular Singapore HQ HR performance reports, coordinate internal & external HR audits, and participate in continuous HR process improvement initiatives jointly led with Group CoEs.

Key Requirements:

  • Bachelor's Degree in Human Resource Management, Business Administration or equivalent relevant discipline.
  • Minimum 10 - 12 years progressive full-lifecycle HR Generalist / HR Manager experience, with proven track record supporting regional or global headquarters teams undergoing business scaling and expansion.
  • Solid track record partnering with senior business stakeholders to deliver pragmatic, scalable HR solutions within fast-growing multinational environments; prior experience liaising with corporate HR CoEs is strongly preferred.
  • Comprehensive working knowledge of Singapore core employment legislation, CPF, MOM immigration rules and PDPA compliance.
  • Hands-on experience operating global HRIS and payroll systems; exposure to equity compensation / global mobility administration will be a distinct advantage.
  • Prior experience working in Semiconductor and/or High-tech manufacturing industries will be highly advantageous
