Role Overview

The Team Lead serves as a strategic recruitment leader and coach, responsible for overseeing recruitment delivery quality across the TOPS program. The individual partners closely with the TOPS Delivery Manager, mentors the TOPS recruitment team, and supports broader organizational needs such as state & federal opportunities, RFP responses, and cross-solution hiring support.

This role acts as a center of excellence leader for TOPS hiring—ensuring consistency, compliance, readiness, and performance across teams.

Responsibilities:

Recruitment Leadership & Team Enablement

  • Provide ongoing mentorship, coaching, and performance guidance to the TOPS recruitment team.
  • Ensure recruiters follow standardized sourcing, screening, and submission best practices aligned with TOPS program expectations.
  • Support recruiter development through skill coaching, feedback sessions, and process reinforcement.
  • Act as the primary escalation point for recruitment challenges within the TOPS program.

Program & Stakeholder Partnership

  • Work closely with the TOPS Delivery Manager to align recruitment priorities, capacity planning, and delivery expectations.
  • Liaise with internal stakeholders across solution groups (state, federal, and commercial) to support live hiring needs and proposal-driven opportunities.
  • Provide recruitment inputs, feasibility assessments, and response support for RFPs, RFIs, and new program launches.
  • Mentor and guide recruitment team members from other accounts or solution groups when specialized support is required.

Recruitment Strategy & Governance

  • Guide and validate recruitment strategies proposed by the team; ensure they are aligned with program timelines, rate structures, and compliance requirements.
  • Partner with hiring managers and delivery stakeholders to refine role requirements and job descriptions.
  • Ensure recruitment processes are followed consistently across the program, with an emphasis on quality and compliance.
  • Support recruitment readiness for new roles, new programs, or surge hiring needs.

Internal Hiring Support

  • Provide recruitment leadership support for internal US Recruitment hiring needs, as required (coordination, guidance, or oversight—not individual recruiting ownership).
  • Metrics, Reporting & Continuous Improvement
  • Own and review TOPS recruitment metrics, including pipeline health, turnaround time, and quality indicators.
  • Provide regular status updates to recruitment and delivery leadership.
  • Identify process gaps, performance risks, and improvement opportunities; work with stakeholders to address them.
  • Ensure teams are prepared for urgent hiring needs, demonstrating flexibility when business-critical demands arise.

Qualifications:

  • 5+ years of experience in end-to-end US IT recruitment, with at least some exposure to program-based or large-scale staffing environments.
  • Proven experience coaching or leading recruiters (formally or informally).
  • Strong stakeholder management skills with the ability to partner across delivery, sales, and solution teams.
  • Experience supporting state, federal, or RFP-driven hiring is strongly preferred.
  • Comfortable using Applicant Tracking Systems (ATS) and recruitment reporting tools.
  • Bachelor's or Master's degree in Human Resources, Business, or a related field preferred.
