Job Description

The position provides technical leadership and oversight to ensure compliance with Abu Dhabi regulatory requirements, international standards, and AD Ports Group Integrated HSE Management System requirements, including ISO 45001 and ISO 14001. It also supports operational excellence through effective risk management, emergency preparedness, business continuity planning, and the promotion of a strong safety culture.

Responsibilities

Core Responsibilities:

  • Lead the development, implementation, and continual improvement of HSE procedures, safe work instructions, standards, and guidelines across Oil & Gas operations.
  • Ensure compliance with applicable regulatory requirements, including Abu Dhabi HSE regulations, Civil Defense requirements, environmental legislation, and international best practices.
  • Lead Process Safety Management (PSM) initiatives, including Hazard and Operability Studies (HAZOP), Process Hazard Analysis (PHA), and Management of Change (MOC) processes.
  • Oversee permit-to-work systems and ensure adequate controls for high-risk activities such as hot work, confined space entry, lifting operations, and simultaneous operations (SIMOPS).
  • Lead incident investigations, root cause analyses, and implementation of corrective and preventive actions to prevent recurrence of incidents.
  • Develop and maintain emergency response plans and coordinate emergency preparedness activities, drills, and exercises.
  • Maintain Business Impact Analysis (BIA) and Business Continuity Plans (BCP) to ensure operational resilience during disruptions.
  • Monitor HSE performance and prepare reports, dashboards, and recommendations for senior management.
  • Ensure environmental compliance through effective management of waste, pollution prevention, and sustainability initiatives.
  • People Management Responsibilites:
  • Manage, coach, and develop HSE Engineers and related personnel within the department.
  • Promote a positive HSE culture through awareness campaigns, training programs, and leadership engagement.
  • Ensure employees, contractors, tenants, and service providers are adequately trained and competent to perform their duties safely.
  • Support contractor management processes and ensure compliance with HSE requirements across all operational activities.
  • Strategic Responsibilities:
  • Drive the Port Cluster Oil & Gas HSE strategy in alignment with AD Ports Group objectives and regulatory requirements.
  • Identify emerging risks and recommend strategic initiatives to improve HSE performance and operational resilience.
  • Support business growth and project development through HSE reviews, risk assessments, and compliance evaluations.
  • Strengthen stakeholder relationships and maintain effective engagement with regulators, tenants, contractors, and government authorities

Qualifications

Educational and Technical Qualifications:

  • Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, or related discipline.
  • NEBOSH IGC, NEBOSH Diploma in Oil & Gas, or equivalent recognized HSE qualification.
  • Advanced training in Process Safety Management (PSM) and Incident Investigation methodologies.
  • Lead Auditor certification in ISO 45001 and/or ISO 14001 is preferred.
  • Additional certifications in COSHH, HSE Risk Management, Advanced First Aid, and Control of Major Accident Hazards are advantageous.
  • Strong knowledge of Process Safety, Risk Assessment, Emergency Management, Environmental Compliance, and Integrated Management Systems.
  • Proficient in Microsoft Office applications and report preparation.

Language Skills:

  • Excellent command of Arabic and English (written and spoken).

Years of Experience:

Minimum 7–10 years of progressive HSE experience within Oil & Gas, refinery, marine, industrial, or similar high-risk environments.

Nature of Experience:

Proven experience in Oil & Gas operations and associated HSE management systems.

Experience in contractor management, regulatory compliance, emergency response, and operational risk management.

Strong analytical skills with proven experience in incident investigation, trend analysis, and implementation of preventive measures.

Experience working with multiple stakeholders, including regulators, tenants, contractors, and internal operational teams.
