About the Opportunity
A leading Middle East-based Oil & Gas organization is establishing a new Global Capability Center (GCC) in India and is seeking a Founding VP – HR & Procurement (GCC Head) to lead the setup, scale, and long-term growth of the organization.
This is a rare opportunity to build a GCC from the ground up, define its operating model, establish governance frameworks, create HR policies, build organizational culture, and drive the growth of the center to 200+ employees while partnering with stakeholders across Saudi Arabia and the United Kingdom.
The successful candidate will play a pivotal role in shaping the foundation of the GCC and establishing the people, processes, governance, and procurement structures that will support future expansion.
Key Responsibilities
GCC Leadership & Setup
• Lead the end-to-end establishment of the Global Capability Center.
• Define the GCC operating model, governance framework, and organizational structure.
• Build scalable people, process, and operational capabilities.
• Drive strategic planning and execution for GCC growth.
• Lead the center's expansion from inception to 200+ employees.
Human Resources Leadership
• Develop and implement HR strategies aligned with business objectives.
• Establish HR policies, governance models, and workforce planning frameworks.
• Drive talent acquisition, employee engagement, leadership development, and succession planning initiatives.
• Build a high-performance culture aligned with global standards.
Procurement Leadership
• Establish procurement governance, sourcing strategies, and supplier management frameworks.
• Drive procurement excellence, cost optimization, and compliance initiatives.
• Manage strategic vendor relationships and procurement operations.
Stakeholder Management
• Collaborate with executive stakeholders across Saudi Arabia and the United Kingdom.
• Act as a strategic advisor on workforce, governance, operational, and organizational matters.
• Ensure alignment between GCC objectives and enterprise goals.
Transformation & Growth
• Drive organizational transformation and continuous improvement initiatives.
• Implement scalable operating models and governance structures.
• Support future capability expansion and business growth initiatives.
Required Qualifications
• 15+ years of experience in HR and/or Procurement leadership roles.
• Proven experience establishing or scaling a GCC, GBS, Shared Services, or Captive Center.
• Strong expertise in organizational design, governance, workforce planning, and people strategy.
• Demonstrated experience building organizational culture and operating frameworks.
• Proven track record of leading transformation and growth initiatives.
• Strong stakeholder management and executive leadership skills.
• Experience working with global and multicultural teams.
Preferred Qualifications
• Oil & Gas or other regulated-industry experience preferred.
• Experience supporting greenfield GCC setup initiatives.
• Familiarity with SAP SuccessFactors, SAP Ariba, Workday, or equivalent enterprise platforms.
• Professional certifications in HR, Procurement, Leadership, or Business Management are advantageous.
Educational Qualification
• Bachelor's Degree (Mandatory)
• MBA / PGDM – HR / Industrial Relations, General Management, Operations, Business Strategy, or Supply Chain Management (Preferred)
